Online Platform Developer

1. Background

Within the framework of the project “Economic strengthening and social stability of vulnerable local and displaced communities in South Lebanon” implemented by the Association for the Development of Rural capacities (ADR) in partnership with in partnership with Fundación Promoción Social (FPS) together with the Spanish NGO AIDA, ADR aims to establish an online platform dedicated to supporting entrepreneurs, particularly women and youth entrepreneurs, through accessible digital learning and information resources.

The platform will serve as an interactive knowledge hub providing free educational materials, practical tools, and guidance related to financial literacy, accounting and financial management tools, women protection, digital marketing and social media use, legal and administrative information for startup businesses, and other entrepreneurship-related resources.

2. Objective of the Assignment

The objective of this assignment is to recruit a qualified service provider/company to design, develop, and launch a professional, user-friendly, and scalable online platform/website for entrepreneurs.

The platform shall allow ADR project staff to independently upload, edit, organize, and manage content without requiring advanced technical knowledge or external support.

3. Scope of Work

The selected service provider will be responsible for:

• Conducting meetings with ADR team to identify needs and expectations.
• Designing and developing a modern, responsive, and bilingual website.
• Creating sections dedicated to financial literacy, accounting tools, women protection, social media guidance, legal information, downloadable resources, and entrepreneurship support.
• Integrating multimedia content such as videos, PDFs, presentations, Quizz and images.
• Developing contact and feedback forms.
• Integrating social media links and communication tools.
• Ensuring mobile and tablet compatibility.
• Ensuring secure hosting configuration and data protection measures.

4. Content Management System (CMS)

The platform must be developed using a Content Management System (CMS) that enables ADR project staff to autonomously manage the website after delivery.

The selected service provider must ensure that:

• ADR staff can freely add, edit, update, and delete content without coding knowledge.
• New pages, articles, videos, documents, and training materials can be uploaded independently by the project team.
• Multiple administrator/user accounts can be created with different access permissions.
• The platform includes an easy-to-use backend/dashboard.
• A training session and user manual are provided to ADR staff for website management.

5. Deliverables and duration of the Assignment

The assignment is expected to be implemented in two phases as follows:

Phase 1: Platform Development and Deployment

Duration: 45 calendar days from the date of contract signature.

Expected Deliverables:

  • Website concept note, structure, and design mockups
  • Fully functional online platform/website
  • Mobile-responsive version compatible with smartphones and tablets
  • Arabic-language website interface and content integration
  • CMS (Content Management System) with administrator access
  • User-friendly backend/dashboard allowing ADR staff to independently upload, edit, update, and manage content without technical support
  • Integration of monitoring and analytics tools, including:
    • Number of visitors/users
    • Number of views per section/page
    • Number of downloaded documents/resources
    • Basic website traffic statistics
  • User guide/manual for website and content management
  • Technical testing, debugging, and quality assurance
  • Website deployment and hosting support
  • Transfer of source files, access credentials, and ownership rights to ADR

Phase 2: Testing, Capacity Building, and Final Adjustments

Duration: 30 calendar days following the delivery of Phase 1 outputs.

Expected Deliverables:

  • Testing period for content upload and content management by ADR staff
  • Technical support during the testing phase
  • Training session(s) for ADR staff on website administration and content management
  • Correction of technical issues and implementation of requested adjustments
  • Final validation and handover of the platform
  • Provision of technical maintenance and bug-fixing support for a period of six (6) months following the final validation and launch of the platform. This maintenance shall include the correction of technical errors, troubleshooting, and ensuring the proper functioning of the website and its features.

7. Required Qualifications

The service provider/company should demonstrate:

• Proven experience in website and online platform development
• Experience in CMS-based websites
• Strong graphic design and UX/UI capacities
• Experience developing bilingual websites (Arabic)
• Previous experience with NGOs, development projects, or educational platforms is an asset
• Ability to provide technical support and training

8. Ownership and Intellectual Property

All developed materials, source codes, content, designs, and platform components produced under this assignment shall become the exclusive property of the project.

The service provider shall not reproduce or reuse the platform or its content without prior written authorization from ADR.
