Consultant – Development of Conflict-Sensitive Guidance Package (Communication and Housing, Land and Property)

About the Project 

International Alert Lebanon, in partnership with UNDP Lebanon, is implementing a Conflict Sensitivity  (CS) Training and Guidance initiative to support organizations working within the framework of the Lebanon Response Plan (LRP) and the broader emergency response in Lebanon. 

The project aims to strengthen the capacities of humanitarian, recovery, stabilization, and development actors to implement programmes in a conflict-sensitive manner and integrate Do No Harm principles into their operations and interventions.  

As part of this initiative, International Alert will develop two thematic Conflict Sensitivity (CS) Guidance Notes to support humanitarian and development actors in applying conflict-sensitive approaches in the Lebanese context. The two guidance notes will focus on: 

Conflict-Sensitive Communication 

Conflict-Sensitive Housing, Land and Property (HLP) 

The guidance notes are intended to provide practical and context-specific recommendations, tools, and considerations for organizations operating in Lebanon’s humanitarian and recovery context. 

International Alert is seeking to contract an individual consultant with strong expertise in CS and Do No Harm (DNH) and knowledge products to support the development of both guidance notes. 

 

Objectives and Scope of Work 

The purpose  of this consultancy is to support the development of two practical and context-specific CS  Guidance Notes on  Communication and Housing, Land and Property (HLP) .  

The consultant will support the drafting process by contributing CS  expertise, facilitating consultations with relevant stakeholders, and translating key operational challenges and lessons into practical guidance for humanitarian and development practitioners. 

The consultant is expected to have strong expertise in CS  and DNH  approaches. Technical expertise in communication or HLP is considered an asset, as consultations with sector actors and technical professionals will inform the development of the guidance notes. 

The consultant is encouraged to propose an appropriate methodology and approach for the assignment, building on consultations, existing resources, and operational realities in Lebanon. 

Key Responsibilities 

The consultant will be expected to: 

Participate in inception and coordination meetings with International Alert and UNDP. 

Conduct a desk and literature review of existing CS resources, including relevant guidance materials, operational tools, assessments, and thematic references related to communication and HLP .  

Conduct and/or support consultations and discussions with relevant stakeholders, including NGOs, UN agencies, municipalities, sector actors, and technical professionals. 

Identify key conflict sensitivity risks and operational challenges related to communication and HLP interventions in Lebanon. 

Draft and revise both guidance notes in English. 

Integrate practical examples, operational recommendations, checklists, and illustrative case studies where relevant and based on consultations facilitated by UNDP. 

Ensure consistency across both guidance notes. 

Ensure that the guidance notes are practical, accessible, and relevant for humanitarian and development practitioners. 

Coordinate closely with the Alert and UNDP team throughout the drafting and review process. 

The consultant may propose additional approaches or tools that strengthen the relevance and usability of the guidance notes. 

 

Deliverables 

The consultant will be expected to deliver: 

Consultation and Technical Input 

Participation in inception and coordination meetings (online or in-person).  

Conduct and support consultations and discussions with relevant stakeholders.  

Summary of key findings and operational recommendations emerging from consultations.

4. Final Revised Guidance Notes 

Final revised English versions of both guidance notes incorporating feedback from International Alert and UNDP. 

 

Contract Duration and Level of Effort 

The consultancy is expected to take place between June and July 2026. 

The anticipated level of effort is approximately: Maximum 16 working days.  The timeline and schedule will be finalized upon contracting. 

International Alert reserves the possibility of contracting one consultant for both guidance notes or multiple consultants depending on the applications received. 

Required Qualifications 

At least 5 years of relevant professional experience in: CS and DNH; Peacebuilding ; Humanitarian or recovery programming; Social stability programming 

Demonstrated experience developing guidance materials, communication tools, Research or analysis papers, Operational tools, Conflict analysis products .  

Strong understanding of the Lebanon context and social tensions. 

 Experience facilitating consultations, workshops, or stakeholder discussions (including via online platforms). 

Technical knowledge related to communication and/or Housing, Land and Property (HLP) is considered an asset.  

Excellent analytical, drafting, and communication skills.  

Professional fluency in English is required. 

Demonstrated ability to handle sensitive information with discretion and professionalism, including following data protection guidelines.

How to Apply

Interested consultants and companies should submit the following documents to  Lebanon@international-alert.org  not later than 5 June 2026: 

An expression of interest highlighting the relevant experience and qualification, a description of the approach and plans to deliver the service, and notes on availability in the period of the assignment. 

A CV of the Consultant. Companies should share CVs of at least two consultants with a clear description of each Consultant’s role. The CVs should not exceed 4 pages each. 

A Financial proposal indicating the consultant’s daily rate. 

Applications may be reviewed on a rolling basis depending on the number of submissions received.
