1. Background
International Alert is implementing the Conflict Sensitivity Training & Guidance – Lebanon 2026 project in partnership with UNDP Lebanon. As part of this project, International Alert will organize a five-day Training of Trainers on Conflict Sensitivity and Do No Harm.
The training aims to strengthen the capacity of Arabic-speaking trainers to deliver conflict sensitivity trainings and support the integration of Do No Harm principles across humanitarian, stabilization, and development programming in Lebanon.
International Alert is seeking quotations from qualified hotels or venues to provide accommodation, training facilities, meals, coffee breaks, and related logistical services for the full duration of the training.
2. Number of Participants
The selected hotel or venue should be able to host approximately (12 training participants and 3 Alert staff members) The total expected number is 15 persons. Accommodation is required for 14 persons for 4 nights.
3. Training Duration
The training will be conducted over 5 consecutive days. Accommodation will be required for 4 nights for participants and staff staying at the venue. Training take place in Week of 22 June 2026 , the final training dates will be confirmed by International Alert.
4. Required Services
The selected hotel or venue is expected to provide the following services:
A. Accommodation
The hotel should provide comfortable single rooms for participants and staff, including:
- Single occupancy rooms with en-suite bathrooms , clean and comfortable bedding
- High-speed internet access
- Adequate workspace, where possible
- 24/7 reception or guest support
B. Meals and Refreshments
The hotel or venue should provide meals and refreshments throughout the five training days, including:
- Breakfast for accommodated participants and staff
- Two rich coffee breaks per day
- Lunch for all training days with a variety of options (Vegetarian and non-vegetarian meal options)
- Flexibility to accommodate dietary requirements, where possible
C. Training Venue and Meeting Facilities
The Hotal should provide one fully equipped training room for the full five days.
The training room should be suitable for interactive and participatory learning and should include:
- Comfortable seating for at least 15–20 persons
- Flexible room setup suitable for group work
- Fully equipped: projector and screen Sound system, Flipcharts paper and stands ,markers, pens, notepads, and sticky notes, stable high-speed internet connection
- Good ventilation and lighting
The training will include presentations, group exercises, simulations, and practical facilitation sessions. Therefore, the room should allow participants to move easily and work in groups.
D. Parking
The Hotel should provide adequate parking spaces for participants, trainers, and International Alert staff are included in the total price .
E. Security and Emergency Procedures
The selected hotel should have clear security and emergency procedures in place, including:
- Evacuation procedures
- Clearly marked emergency exits
- Fire safety measures
- Emergency contact information
- First aid support
- Access to nearby medical assistance
The selected supplier should be ready to share its emergency and security procedures with International Alert before the training.
5. Cancellation and Flexibility
The hotel or venue is expected to offer flexible cancellation terms, particularly for individual room reservations. The proposal should clearly : Any cancellation charges ; Flexibility in case of changes in the number of participants and in case of postponement due to security or operational reasons
6. Payment Terms
Payment will be made by bank transfer after completion of the service and submission of the final invoice, in line with International Alert’s procurement and finance procedures.
7. Proposal Requirements
Interested hotels are requested to submit a detailed proposals including:
- Detailed information about the hotel facilities and services.
- Pricing details for accommodation, meals, and other services.
- Emergency security plan.
- Terms and conditions of free cancellation of rooms.
8. Proposal Evaluation:
Proposals will be evaluated based on:
- Suitability of the hotel's facilities and services for the training program.
- Quality and comfort of accommodation and variety of meals and coffee breaks
- Pricing competitiveness.
- Availability of security and emergency procedures
- Flexibility in cancellation and changes to participant numbers
