Tabitha is seeking an experienced MHPSS Consultant specialized in Self-Help Plus (SH+) to provide technical support, capacity building, supervision, and quality oversight for the implementation of SH+ activities in targeted communities.

About the Consultancy Assignment

The MHPSS Consultant will support Tabitha in the preparation, implementation, supervision, and quality assurance of Self-Help Plus (SH+) activities.

The assignment will focus on delivering SH+ sessions and/or training relevant staff and facilitators, providing technical guidance and coaching, supporting supervision processes, and ensuring that SH+ activities are implemented in line with the intervention model, ethical standards, protection principles, and do-no-harm approaches.

The consultant will work closely with Tabitha’s project team, PSS facilitators, and M&E team to ensure that SH+ activities are implemented safely, consistently, and in a culturally appropriate manner.

Scope of Work and Key Responsibilities

1. SH+ Technical Support and Capacity Building

The consultant will be responsible for:

  • Preparing and delivering SH+ training and/or orientation sessions for relevant staff, facilitators, focal points, and community-based actors.
  • Ensuring that staff and facilitators understand the SH+ methodology, session structure, facilitation requirements, and ethical considerations.
  • Providing technical guidance on the correct use of SH+ materials, tools, audio resources, group exercises, and facilitation methods.
  • Supporting the contextualization of SH+ delivery to the local context while maintaining fidelity to the SH+ intervention model.
  • Strengthening the capacity of staff and facilitators to manage group dynamics and support participants in a safe and respectful manner.
  • Ensuring that facilitators are able to identify distress signs and follow safe referral procedures when needed.
  • Providing guidance on appropriate participant selection, group composition, and session preparation.

2. SH+ Implementation Support and Quality Assurance

The consultant will support Tabitha in:

  • Planning and coordinating the rollout of SH+ group sessions in targeted locations.
  • Supporting the implementation of SH+ sessions with identified participants.
  • Ensuring that SH+ activities are delivered in a safe, inclusive, accessible, and culturally appropriate manner.
  • Conducting observation visits, mentorship sessions, and feedback meetings with facilitators.
  • Reviewing the quality of SH+ session delivery and providing practical recommendations for improvement.
  • Identifying implementation challenges and proposing corrective actions in coordination with the project team.
  • Ensuring that activities are aligned with MHPSS standards, confidentiality principles, protection considerations, and do-no-harm approaches.
  • Supporting the project team in maintaining consistency across SH+ sessions delivered in different locations.
  • Advising on practical arrangements required for safe group sessions, including space, privacy, participant comfort, and emotional safety.

3. Supervision, Coaching, and Staff Support

The consultant will be expected to:

  • Provide regular technical supervision and coaching to SH+ facilitators and relevant staff.
  • Facilitate reflection, debriefing, and learning sessions following SH+ activities.
  • Support facilitators in handling difficult group dynamics, emotional distress, disclosure of protection concerns, and referral needs.
  • Promote self-care practices among facilitators and staff involved in SH+ implementation.
  • Provide technical recommendations to improve the quality, safety, and effectiveness of SH+ delivery.
  • Support staff and facilitators in maintaining appropriate professional boundaries with participants.
  • Encourage reflective practice, learning, and continuous improvement among SH+ facilitators.

4. Documentation, Monitoring, and Reporting

The consultant will:

  • Support the documentation of SH+ training outputs, attendance sheets, feedback forms, supervision notes, and activity reports.
  • Work closely with the project team and M&E team to support the monitoring of SH+ activities.
  • Provide inputs on tools used to monitor participant feedback, session quality, and implementation challenges.
  • Contribute to narrative and technical reporting by documenting achievements, challenges, lessons learned, and recommendations.
  • Provide regular progress updates to Tabitha’s project team.
  • Submit a final consultancy report summarizing activities completed, key findings, challenges, recommendations, and proposed follow-up actions.
  • Ensure that all documentation respects confidentiality and data protection principles.

5. Referral, Risk Management, and Ethics

The consultant will be responsible for:

  • Promoting confidentiality, informed consent, do-no-harm principles, and ethical boundaries throughout all SH+ activities.
  • Ensuring that SH+ facilitators understand their role and limitations and do not provide specialized mental health treatment beyond the scope of the intervention.
  • Supporting the identification of participants who may require additional or specialized mental health, psychosocial, protection, or medical services.
  • Supporting the use and strengthening of safe referral pathways for participants requiring specialized support.
  • Ensuring that distress, disclosure of harm, or safeguarding concerns are managed according to Tabitha’s internal procedures and relevant referral pathways.
  • Integrating self-care and stress-management practices into training, supervision, and debriefing processes.
  • Ensuring that all activities are implemented in a safe, respectful, non-discriminatory, and culturally sensitive manner.

Expected Deliverables:

The consultant will be expected to deliver the following, based on the agreed workplan:

  • SH+ training and/or orientation sessions delivered to relevant staff, facilitators, focal points, or community-based actors.
  • SH+ implementation plan developed in coordination with the project team.
  • Technical guidance provided for the preparation and rollout of SH+ group sessions.
  • Supervision, coaching, and debriefing sessions conducted with SH+ facilitators.
  • Observation and mentorship visits conducted, where applicable.
  • Inputs provided on SH+ documentation, monitoring tools, and feedback mechanisms.
  • Progress updates submitted to the project team.
  • Final consultancy report submitted, including achievements, challenges, lessons learned, and recommendations.
  • Recommendations provided for improving the quality, safety, and sustainability of SH+ implementation.

Required Qualifications and Experience

  • Mandatory: SH+ Training of Trainers (ToT) certification.
  • Degree in Psychology, Social Work, Psychosocial Support, Mental Health, Public Health, or a related field.
  • Demonstrated experience in MHPSS programming, preferably in humanitarian or community-based settings.
  • Proven experience delivering SH+ trainings, sessions, supervision, or technical support.
  • Strong understanding of SH+ methodology, group-based psychosocial interventions, stress management, and low-intensity psychological support approaches.
  • Experience providing technical supervision, coaching, and support to facilitators or frontline workers.
  • Good knowledge of protection principles, confidentiality, informed consent, ethical boundaries, and do-no-harm approaches.
  • Ability to manage emotionally sensitive topics and support facilitators working with vulnerable groups.
  • Strong facilitation, communication, and interpersonal skills.
  • Experience coordinating with NGOs, community structures, SDCs, municipalities, or other MHPSS actors is an asset.
  • Strong organizational, documentation, and reporting skills.
  • Ability to work independently while maintaining close coordination with the project team.

Consultancy Conditions

This is a consultancy assignment and does not constitute an employment relationship with Tabitha.

  • The consultant shall be responsible for managing and declaring their own taxes, social security contributions, insurance, and any other statutory obligations, in accordance with applicable laws and regulations. Payment shall be made against a submitted invoice. Where the consultant does not provide a valid Ministry of Finance registration/tax number, Tabitha will apply the applicable withholding tax, currently 8.5%, in line with Lebanese tax requirements. Consultants who are duly registered with the Ministry of Finance shall remain responsible for declaring their income directly to the relevant authorities.The duration, level of effort, payment terms, timeline, and deliverables will be agreed upon in the consultancy contract.
  • The consultant is expected to comply with Tabitha’s policies and procedures, including but not limited to safeguarding, child protection, prevention of sexual exploitation and abuse, code of conduct, confidentiality, anti-fraud, conflict of interest, and data protection policies.
  • The consultant may be required to travel to project locations as agreed with Tabitha.
  • Payment will be linked to satisfactory completion of agreed deliverables, as specified in the consultancy contract.
