Consultancy for a Study on Social Procurement in Lebanon

Background

Social procurement refers to the intentional use of purchasing power to generate social and environmental value in addition to economic value. It prioritizes sourcing goods and services from social enterprises, cooperatives, and impact-driven businesses that promote inclusive employment, support vulnerable groups, strengthen local economies, and apply fair and sustainable practices. Social procurement is considered a market access and systems-level tool to integrate social enterprises into public, private, and donor-funded supply chains.

In this context, LSEA intends to commission a study that will:
- Explore the current state of social procurement in Lebanon.
- Map the portfolio of existing social enterprises (SEs).
- Identify market access points for integrating SEs into public, private, and donor-funded supply chains.

Objectives of the Assignment

The overall objective is to provide a comprehensive and actionable evidence base to advance social procurement in Lebanon.

Specific objectives are to:
1. Assess the current landscape of social procurement in Lebanon, including procurement policies, regulations, and practices within the public sector, private sector, local and international organizations, and donor-funded programs.
2. Identify market access points within government procurement, donor-funded projects, NGOs, and corporate supply chains.
3. Formulate recommendations for policy makers, donors, and the private sector to promote social procurement as a driver of inclusive growth.
