Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.

Position Title: FSL Database Officer
Background: computer science, statistical studies, database management
Under the supervision of the FSL Program Manager, the FSL Database Officer is responsible for managing, maintaining, and ensuring the integrity of project databases at the operational level. The role focuses on ensuring accurate, timely, and secure data collection, entry, backup, and reporting (both quantitative and qualitative) across all Food Security and Livelihoods (FSL) activities. The Database Officer ensures full visibility over the data management cycle, supporting evidence-based decision-making and efficient project implementation in line with Action Against Hunger procedures and donor requirements.
Objective 1: Ensure timely and qualitative data Collection (60%)
- Design and develop plans for systematic data collection in coordination with FSL FO and FSL Field Supervisors
- Support field staff and daily workers in qualitative data/document collection from the field
- Ensure quality check of the collected data
- Follow up with FSL Field Supervisors and FSL PM on the gaps in the beneficiary profiles in the Cash Transfer platform
- Ensure timely follow up with the MEAL department for the creation of beneficiary profiles and their status in Cash Transfer platforms, taking actions based on needs
- Support in the creation/development of the lists of beneficiaries per area according to the project guidelines
- Ensure timely sharing of required data with other departments
Objective 2: Ensure timely and qualitative data Management (20%)
- Cross check and verify data and information among several forms and ensure data consistency and precision and avoidance of duplication
- Support in the compilation of data from different sources into a centralized form
- Ensure systematized, precise, and timely digitalization of collected data from the field.
- Ensure confidentiality and security of the database and files
- Ensure that the created number and ID/other legal documents profile refer to the appropriate beneficiary
- Organize, title, and file collected documents for easy retrieval of information
- Facilitate scanning, digital preservation, arrangement, description, and access to digital-born materials
- Ensure identical existence of collected soft and hard documents
Objective 3: Ensure timely and qualitative reporting (15%)
- Report technical problems that obstruct the smooth flow of activities
- Act as focal point for the money transfer platforms such as Cash United and follow up on conflicting cases with the designated departments
- Act as a focal point for the collection, analysis, and dissemination of information relevant to the project activities
- File, document, and report progress to the line manager on weekly basis
- Report on possible problems or challenges
- Report on the use of materials and possible improvement
- Report technical problems that obstruct with smooth flow of activities
Objective 4: Ensure timely and quality implementation of FSL activities (5%)
- Support FSL field officers in conducting FSL field activities
- Support in coordination with local authorities and ensuring continuous communication with beneficiaries and communities’ representatives regarding the implementation of works and in order to ensure a flawless progress of activities
- Support in the follow up on hotline cases, MEAL cases, and admin cases
- Support in the collection of assessment data and in the data cleaning
- Act as RIMS focal point and follow up with field team/other departments on RIMS cases
Objective 5: Security
- Respect the security rules specified in the mission and base security plan and comply with the security plan and perform the security management tasks that can be assigned in its protocols.
- Communicate to the security managers of the working location any security related information or noncompliance with the security plan
Objective 6: Support humanitarian activities of Action Against Hunger
- Support the emergency interventions of the organization as per the employee’s abilities
- Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities
Objective 7: Gender & Safeguarding (cross-cutting)
- Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy.
- Knowledge and compliance with safeguarding policy.
- Promote gender equality within the humanitarian and/or development work
Training/ Education: BS degree in computer science, statistical studies, archiving, or any related field
Technical specific knowledge:
- Experience in professional data entry, cleaning, and verification.
- Designing coherent database to manage large number of records with interdependent activities
Previous experience:
- Minimum two years of experience in the field of Database Management
- Minimum 1 year professional experience in a similar position in a non-governmental organization
Personal requirements:
- Good communication and organizational skills
- Ability to work in stressful situation
- Ability to work in a team
- Strong sense of accountability and responsibility
Languages: Fluent Arabic, Fluency in written and spoken English.
IT and specific systems: Strong IT Skills (Microsoft Word, Excel, PowerPoint, etc.)
Mobility (national/ international): National - Currently in Saida or nearby area
Duty Station: The duty station is officially in Tyre office, from Monday to Friday.
However, due to the current emergency, an office has been established in Saida, and the current duty station will be Saida until operations return to Tyre.
