Position’s mission:
Under the supervision of HR Manager in the country, the HR Officer is responsible to carry out efficient and adequate administration of the national and expatriate human resources implemented in the country, follow up and monitor the right implementation of HI policies and procedures within legal framework.
Reporting to: HR Manager
Team managed: NA
Interacts with:
- Internally: Log team, finance team and projects teams
- Externally: Auditor, GSO, Lawyer, notary, HR partners
Responsibilities:
Responsibility 1: Ensure necessary legal compliance with NSSF and MOF, and ensure management of medical insurance and proper HR reporting
Objective: ensure that all staff are aware of the processes and obligations, ensure the corresponding monitoring files and documents are up-to-date.
NSSF & MoF:
- Act as the main focal point for the NSSF and MoF.
- Prepare social security declarations on monthly basis ensuring there is no differences and there are no penalties.
- Ensure NSSF registration and leaving of staff, by sending necessary documents for execution on time.
- Ensure employees and their dependents are properly registered under NSSF Family allowance and submitting appropriate documents on time.
- Ensure annual declaration is submitted on time, and ensure active list of employees is updated.
- Follow up on end of service indemnities settlements.
- Prepare and follow up on quarterly and annual declarations submission for income tax to the ministry of finance, ensuring there is no difference and no penalties.
- Keep the original registration documents properly archived hard and digital copies.
- Prepare payments request and submit it to finance for payments.
Medical insurance:
- Compile, update and share the employees’ and their relative’s information with the insurance company, and solve any case with the health insurance company.
- Ensure declaration of registration and removal of medical insurance, and ensure that all staff have their medical insurance cards and available network as per the insurance company.
- Assist in medical claims and reimbursement and reimbursement if necessary.
- Ensure all employees are aware and trained on the medical scheme.
- Ensure all staff are registered under work accident as of the 1st day of employment, and ensure monthly updates with the insurance company.
- Prepare payments request and submit it to finance for payments.
- Prepare and update list of staff under high-risk insurance, follow up payment execution.
Coordination and reporting:
- Keep the programme organizational chart, general and security contact lists up to date Communicated with staff.
- Facilitate communication and diffuse updates to employees on all HR matters
- Write and update documents covering all the HR and administrative procedures such as memos and/or internal notes as per the HRM guidance
- Prepare Monthly and annual HR reports, in addition to any other required report and share it with the HR Manager for review.
- Prepare list of staff with related info as per the HR Manager guidance.
Responsibility 2: Carry out the administrative management of the national personnel
Objective: Ensure that national staff files are complete and staff information is followed-up
- Prepare and follow up the employment contracts / amendments and update databases
- Prepare national staff payroll in coordination with the auditor and the HR Manager, ensuring proper documentation through note for file for any matters that affect the calculations, updates in NSSF / tax laws announcements.
- Update and follow up the national staff attendance and raise any issue detected.
- Ensure proper exit of leavers including quietus forms, final settlement, final pay check, exit interview, completion of handover and exit documents.
- Ensure legal compliance with labour law, internal regulations and internal policies.
- Ensure appropriate filing of national staff document through HI database and hard / electronic files.
- Prepare volunteers and daily workers agreements.
- Ensure the filing of all contracts, Job descriptions and related documents, and that all employees files are complete.
- Follow up proof of life for national staff / freelance worker.
- Maintain updated the staff register or any other legally required records.
- Ensure and follow work permits, renewals, and maintain any legally required records.
- Assist in preparing official letters (employee certificate, memos, letters as required etc.) and any other documents requested from the HR Manager.
- Welcome the national staff upon their arrival and induct them about all HR and administrative processes and rules adapted at the mission.
- Prepare time sheets periodically and ensure preparation of external / internal / donor audits.
- Ensure that all staff / volunteers have necessary HI identification cards.
- Ensure that employee database (HIPEOPLE) is updated, complete and compliant.
- Prepare payment requests for any payment related to lawyer, notary, auditor and any other payment for the department.
Responsibility 3: Carry out the administrative management of international staff
Objective: Ensure that international staff files are complete and staff information is followed-up
- Ensure the respect of the administrative management rules by the expatriate staff.
- Ensure proper filing for expatriates’ staff personal documents (mission order, insurance, contract, etc.), keep the staff register and reporting tables up-to-date and share it with the HR Manager according to set deadlines (leaves, indemnity, housing, visa, etc.) and alert in case of document missing or out of date.
- Follow up and prepare variable pay data (rent contribution, advance on salary, per diem, transportation, child allowance, expats school fees …) and information relating to the records of expatriate.
- Follow up on flight ticket reservation and extension.
- Manage the payments of expats school fees and update the follow up table Provide employees with updated balances of annual and R&R leaves when requested.
- In charge of the visa, work permit and residency process for expatriate staff and visitors.
- Ensure proper declaration of expat employment in NSSF and MOF.
- Welcome the expatriates upon their arrival and brief them about all HR and administrative processes and rules adapted at the mission.
- Prepare of end of mission and departure document (quietus…).
- Prepare the monthly per-diem payments and make sure its payment at the 1st working day of the month.
- Prepare necessary payment requests related to expats expenses.
Responsibility 4: Assist the HR Manager in the management of recruitment, training and appraisals processes
Objective: Ensure adherence to HR processes within the established timeframes
Recruitment:
- Follow-up and update the recruitment file, procedures and tools been used for recruiting.
- Prepare the vacancy announcement and publication, perform the first screening of the CVs, organize for tests and interviews, check references, prepare job offers, and reject non selected candidates.
- Update the recruitment table for national staff on monthly basis.
- Liaise with the Line Manager and the several departments to ensure the proper integration of the new employee
- Ensure that any new employees are aware of their rights and duties towards HI: induction, procedures, etc
- Archive recruitment files electronically and hard copies.
- Compile and share the recruitment monitoring table with the HR Manager according to deadlines.
Appraisal:
- Under the supervision of the HR Manager, support in the implementation of the annual appraisal process, compile the results and share them with HR Manager.
- Follow up on national staff appraisal (annual and exit appraisals), professional development review, and yearly objectives with managers and staff.
- Assist with the organisation of appraisals campaigns.
- Propose improvements and recommendation to the evaluation process and tools.
- Ensure the end of probation appraisal is completed on time.
- File and archive all appraisal documents and encode results in the appraisal follow up sheet.
Training and development:
- Compile and draft the mission’s annual training plan following the appraisal results.
- Implement the validated agreed training plan.
- Identify training providers in collaboration with the logistics department
- Draft specifications and terms of reference for any training courses planned in collaboration with line managers
- Follow and evaluate training actions.
Assist the HR manager in any other tasks that may not be described in the Job description and yet may participate to the achievement of the settled objectives within the individual action plan.

Qualifications:
Education:
- Essential: Degree in Human resources, management, business or any related field
Experience:
- Essential: Minimum of 3 years of experience in Human resources and administration specifically in Payroll management, NSSF, taxation, in addition to personnel administration, knowledge labor law and employment legislation
- Essential: Previous work experience with I/NGO.
- Desirable: experience in recruitment, learning and development, familiarity with expatriate employment terms and conditions of engagement
Language:
- Essential: Fluent in English and Arabic
- Desirable: French a plus
Computer skills:
- Essential: Excellent typing skills especially in Arabic
- Essential: Microsoft Office (Word, Excel, PP, Outlook, TEAMS…)
- Desirable: knowledge of HR data systems
Other skills:
