Consultancy for Updating the Mega-Center Feasibility Study in Lebanon

1. Objective

The objective of this consultancy is to update the existing Mega-Center Feasibility Study to reflect recent political, security, and electoral developments, particularly the impact of conflict, displacement, and damage to electoral infrastructure. The updated study will serve as an evidence-based advocacy and policy tool to support discussions on the establishment of mega-centers ahead of upcoming elections.

 

2. Scope of Work

The consultant will:

Update the Context and Rationale

  • Assess the impact of conflict, displacement, and destruction of infrastructure on electoral accessibility and voter participation.
  • Analyze the need for mega-centers as a mechanism to ensure voters can exercise their right to vote.

Conduct Electoral Infrastructure Mapping

  • Review the number of registered voters by village and district.
  • Map polling centers used during the 2022 parliamentary elections and the 2025 municipal elections.
  • Assess which polling centers remain operational, damaged, inaccessible, or destroyed.

Analyze Mega-Center Scenarios

  • Assess voter distribution, displacement trends, and accessibility needs.
  • Identify potential locations and estimate the number of mega-centers required.
  • Develop and compare alternative implementation scenarios.

Assess Operational and Financial Requirements

  • Estimate staffing, logistical, transportation, equipment, and technological needs.
  • Provide indicative cost estimates for the proposed mega-center scenarios.

Develop a Clear Methodology

  • Define data sources and analysis methods.
  • Establish criteria for assessing polling station status.
  • Outline assumptions used for voter redistribution and accessibility analysis.
  • Propose a framework for updating the study as conditions evolve.

 

3. Deliverables

  • Inception Note outlining the methodology, work plan, and timeline.
  • Draft Updated Study for review and feedback.
  • Final Updated Mega-Center Feasibility Study incorporating comments and recommendations.

 

4. Duration

The consultancy is expected to require up to 10 working days from the date of contract signature.

 

5. Reporting

The consultant will work closely with the project team and submit all deliverables to the designated project focal point.

 

6. Required Qualifications

The consultant should possess:

  • Advanced degree in political science, law, public policy, social sciences, or a related field.
  • Demonstrated experience in electoral processes, democratic governance, or electoral reform.
  • Experience conducting policy analysis, stakeholder consultations, and research studies.
  • Excellent analytical and report-writing skills in English and Arabic.
