Situation Update
Despite the ceasefire, attacks on healthcare continue. Since the last reporting period, five incidents have been recorded, resulting in two deaths and ten injuries among healthcare workers. Since the ceasefire took effect, a total of 18 attacks has been reported, causing 12 deaths and 28 injuries. Overall, since 2 March, 164 incidents have led to 110 deaths and 259 injuries among healthcare personnel. These incidents continue to occur despite the protected status of healthcare under International Humanitarian Law (IHL). Their persistence raises serious concerns regarding compliance with the core IHL principles of distinction, proportionality, and precaution, which obligate parties to safeguard civilians and essential services, including medical care. The impacts remain heavily concentrated in southern areas, particularly Nabatiyeh (53%) and the South (36%), with additional cases reported in Bekaa, Baalbek-Hermel, Mount Lebanon governorates, and Beirut Southern Suburbs. The scale, persistence, and geographic concentration of these attacks underscore the urgent need to uphold IHL obligations, protect healthcare services, and ensure accountability for violations. Health service availability remains severely constrained due to extensive facility closures and limited operational capacity. Three hospitals and 42 PHCCs remain closed, while an additional six PHCCs provide restricted services only, mainly for chronic disease management and emergencies. Health sector partner has conrmed the arrival of the third shipment of lifesaving reprodutive health supplies in Lebanon via the European Union Humanitarian Air Bridge and in close coordination with the Ministry of Public health and Ministry of Social Aairs. Funded by the UN’s Central Emergency Response Fund (CERF), this cargo includes 68 inter-agency kits designed to provide 12,500+ women and girls with Safe births & emergency obstetric care, clinical management of rape & GBV survivor care, essential family planning services and Lifesaving blood transfusions. Preliminary ndings from the Partners’ Capacity Assessment indicate that 11 operational partners continue to provide life-saving health services in South of Litani, with 37 partners active nationwide. Demand remains extremely high, with signicant reliance on humanitarian assistance, especially for trauma care, critical medications (anesthetics, oncology treatments, and oxygen), NCD management, and emergency and inpatient care services
