Project Officer (With Social Work background)

Position’s mission:

Under the supervision of the Chief of Operations, with the technical support of the Health Manager and the Disability Inclusion Technical Officer, the Project Officer ensures the comprehensive needs of beneficiaries are met within HI quality technical guidelines and frameworks. His/her responsibilities consist in assessing and developing a support plan for the beneficiaries’ individual and household level gaps and needs. The support includes case management and referrals essential services based on continuously updated service mapping and inter-agency referral pathway.

Line managed by: Chief of Operations

- Internal: Health Manager, Disability Inclusion Technical Officer, project team, MEAL staff, support services.

- External: HI partners, Service Providers, Lebanese Min Action Center (LMAC), local and international humanitarian actors, local authorities …

Mission and Responsibilities:

Responsibility 1: Field Support, Assessments, Documentation, and Stakeholder Engagement

  • Collaborate closely with staff members, partners, and relevant stakeholders to implement project activities, including needs assessments, trainings, meetings, and workshops.
  • Document methods, good practices and experiences.
  • Provide inputs on project information and documentation, including success stories/ testimonies, photos, social media posts and articles, for internal and external communication purposes.
  • Establish and maintain working relationships with the project stakeholders.
  • Follow up on and ensure timely submission of internal and donor reports for related activities according to reporting procedures.
  • Ensure that all case files, reports, and project-related documents are properly stored in the archiving system, placed in their designated locations according to the project’s system, and easily retrievable when needed.
  • Participate to safety audits of project facilities.

Responsibility 2: Case management and referrals

  • Coordinate closely with LMAC to identify individual cases requiring services, mainly related to victims of explosive ordnance, and ensure timely assessments.
  • Conduct individual assessments to identify needs, develop case management plans and recommend appropriate services/ referrals based on needs. Fill in the related forms as required and set-up individual files.
  • Establish an action plan, highlighting the needs and the required services for each case
  • Refer cases to relevant essential services, in and out of HI (including specific needs in physical and functional rehabilitation, MHPSS’s individual counselling or group activities).
  • Organize regular case follow-up and update case follow-up forms according as per guidelines and upon coordination with the service providers and the beneficiary.
  • Link with the different stakeholders in the community and participate in relevant coordination meetings (in coordination with the project team) when required
  • Identify different referral points and processes within the communities
  • Establish and regularly update a mapping of services including referral pathways and ensure these information are well known by beneficiaries
  • Conduct an analysis of the protection/safeguarding risks associated with the implementation of the case management activities.
  • Discharge cases according to agreed discharge criteria and process
  • Maintain an up-to-date database, as per internal frameworks and in close coordination with the MEAL department

Responsibility 3: Participate in data collection, reporting and other MEAL activities

  • Maintain complete data for each case, including detailed descriptions of need and services provided; ensuring that all case files, and other records, strictly comply with SoPs and guidelines.
  • Ensure confidentiality and respect all guidelines and documentation within the project.
  • Responsible for archiving case records and files with guidance from the technical unit and MEAL team.
  • Produce weekly activity reports and contribute to the development of project reports using HI templates, reporting any specific problem that jeopardize the activities and suggest solutions.
  • Prepare and submit monthly case report to the Chief of operation
  • Participate in project review workshops and Lessons Learned exercises.
  • Support the Chief of Operation in drafting donor’s reports and proposals.

Responsibility 4: Coordination with HI teams and external actors

  • Internal coordination
  • Ensure people in need of services receive appropriate multidisciplinary support.
  • Work in close collaboration with the HI technical staff, and other members of the team so that beneficiary cases are managed effectively.
  • Develop daily, weekly, and monthly field activity plans.
  • Participate in the weekly or monthly HI activity planning meetings.

External coordination and networking

  • Develop and constantly review mapping to identify relevant services.
  • Identify and network with external service providers to reinforce referral mechanisms
  • Map the services available in HI’s areas of intervention and check referral pathways. Apply HI internal tools for the mapping exercise, providing timely data
  • Establish and maintain positive and efficient relations with target beneficiaries and community members, and all the other actors operating in the areas of intervention.
  • Participate in protection and/or other coordination meetings with other stakeholders upon request of Chief of Operations.
  • Closely coordinate with LMAC and participate in coordination meetings as required.

 

Qualifications:

Education:

  • Essential: University degree in social work or social studies

Experience:

  • Essential: Minimum 2 years’ experience in similar position and in Social work / case management
  • Desirable: Experience in Disability Inclusion and rehabilitation
  • Desirable: Experience in humanitarian settings with non-governmental organizations

Languages:

  • English and Arabic mandatory (oral and written).

Computer Skills:

  • Essential: Good knowledge of Microsoft Office Programs, especially Excel, Word and Power Point.

Other skills:

  • Good communication, interpersonal and networking skills
  • Strong interest in the fields related to HI mandate
  • English written and oral communication skills.

Basic salary ranges for the position is going to be paid according to the experience and to HI salary Grid.

Contract Type: Fixed Term Contract

Period of Employment: E6 months renewable

Basic Salary: Starting 1,700 USD
