Key Responsibilities
1. Budget Monitoring and Control
- Monitor project expenditures against approved budgets and work plans.
- Maintain updated budget tracking tools for assigned projects.
- Support budget utilization monitoring and identify potential over- or under-spending trends.
- Assist in monitoring project burn rates and expenditure forecasts.
- Ensure expenditures are charged to the appropriate projects and budget lines.
- Alert the Finance Coordinator to significant budget variances or financial risks.
2. Financial Analysis and Reporting
- Prepare Budget versus Actual (BVA) reports for assigned projects.
- Analyze project financial performance and provide variance explanations.
- Prepare periodic financial reports and summaries for management review.
- Support preparation of donor financial reports by compiling and reviewing project financial data.
- Assist in preparing financial forecasts and expenditure projections.
- Maintain financial reporting schedules and ensure timely submission of required information.
3. Donor Compliance Monitoring
- Review project expenditures for compliance with donor regulations and grant agreements.
- Verify the eligibility and allowability of project costs.
- Ensure supporting documentation meets donor and organizational requirements.
- Identify potential compliance issues and escalate them to the Finance Coordinator.
- Support implementation of donor-specific financial procedures and requirements.
4. Cost Allocation and Financial Review
- Monitor cost allocations across projects and funding sources.
- Review financial coding and project allocations to ensure accuracy.
- Assist in reviewing procurement-related financial documentation from a budget and compliance perspective.
- Verify availability of budget prior to expenditure commitments when required.
- Support periodic reviews of shared cost allocation methodologies.
5. Project Support and Coordination
- Work closely with program teams to monitor project financial performance.
- Provide financial guidance to project staff on budget utilization and donor compliance requirements.
- Participate in project review meetings and provide financial updates.
- Support project managers in understanding budget status and expenditure trends.
- Coordinate with the Accounting Team to ensure consistency between accounting records and project financial reports.
6. Audit and Compliance Support
- Support internal and external audit processes by providing financial documentation and explanations.
- Assist in responding to audit findings and financial review observations.
- Maintain accurate financial records and supporting documentation for assigned projects.
- Support compliance reviews conducted by donors, auditors, and management.
7. Systems and Process Improvement
- Contribute to the improvement of financial tracking tools and reporting templates.
- Support implementation of financial management procedures and controls.
- Promote accuracy, consistency, and efficiency in financial reporting processes.
- Recommend improvements to project financial monitoring systems.
Other Responsibilities
- Participate in financial planning and coordination meetings.
- Remain informed of donor regulations and organizational financial procedures.
- Support organizational initiatives requiring financial analysis and reporting.
- Perform other finance-related duties as assigned by the Finance Coordinator or Finance Manager.
Job Requirements
Experience
- Minimum of 3 years of experience in finance, budgeting, grant management, or financial reporting.
- Experience working with NGOs, INGOs, or donor-funded projects is highly desirable.
- Experience in budget monitoring and donor financial compliance is preferred.
Education / Certificates
- Bachelor's Degree in Finance, Accounting, Economics, Business Administration, or a related field.
- Professional certifications are considered an advantage.
Skills
- Fluency in Arabic and English, both written and spoken.
- Strong proficiency in Microsoft Excel and financial reporting tools.
- Good understanding of budgeting, financial analysis, and donor compliance requirements.
- Strong analytical and problem-solving skills.
- Excellent organizational and communication abilities.
- Ability to manage multiple priorities and deadlines.
Preferred Experience & Skills
- Experience with institutional donors such as UN agencies, EU, ECHO, BHA, and FCDO.
- Familiarity with grant management and donor reporting processes.
- Experience using ERP and accounting systems.
- Knowledge of cost allocation methodologies.
