Management Information System (MIS)/Digitalization Specialist

General Objective

WSC is seeking to recruit for its Institutional Development Team (IDT) an MIS/Digitalization specialist with hands on utility digital change management experience, with solid engineering base. The MIS/Digitalization Specialist will assist the IDT Lead (IDTL) in supporting digital change management solutions at the Regional Water Establishments (RWEs) and the Litani River Authority (LRA). The MIS/Digitalization Specialist’s focus will be toward conducting technical assessment reviews, identifying requirements for IT software/hardware solutions, designing specifications IT software and operating models, delivering transformation program, overseeing operating models, and managing business change activity to embed new ways of working.

Responsibilities

• Support the IDT in developing and monitoring of IT related/supported activities in close coordination with the IT staff of RWEs and LRA.
• Identify at RWEs and LRA development opportunities for improving organization's IT infrastructure such as, computer and information systems, security, communication systems, business continuity.
• Follow up on opportunities of digital transformation workstreams, providing guidance and direction.
• Support IT specifications and project implementation for improving customer communication, customer relation, customer accountability and billing through digital transformation solutions.
• Leading or contributing towards the preparation of relevant requisitions/tender documents and evaluation of bids and proposals.
• Support the WSC Capacity Building team in identifying and delivering IT related training and act as sponsor of such activities as requested
• Maintain regular communication with relevant IT departments at RWEs and LRA to diagnose problems and provide solutions. 
• Assist the IDT in monitoring the ERP related activities as per the project’s requirements.
• Design a handing-over plan for the ERP system to contain proper system architecture and documentation.
• Oversee and provide guidance to all type of data integration with the ERP system with third party applications such as but not limited to:
  • Power BI
  • GIS
  • SCADA
  • Customer meters reading software (e.g., Diavaso and Obeo)

• Explore opportunities and suggest plans for disaster recovery sites and suggest applicable solutions to the WEs.
• Provide inputs to the Weekly, Monthly, Quarterly, and Annual Reports.
• Liaise with DAI/WSC IT manager for compliance with DAI internal procedures
• Support the IDTL in closely coordinating with the WSC Communication Team to make sure that Institutional Development activities are highlighted and included in communication tools, success stories, and progress reports.
• Support IDTL in ensuring proper coordination related to ICT activities with other donors active in the water sector to make sure WSC complements and brings added value to other donors’ interventions.
• Design and facilitate IT workshops and presentations for RWEs and LRA
• Other relevant duties as requested by the Institutional Development Team Lead.

Qualifications

• A minimum of seven (7) years of experience in developing and/or implementing public sector Technical Assistance and action plans
• Bachelor’s degree in computer science, MIS, ISM, Operations Research, or Business Analytics, or in a related field. MBA or master’s degree is a plus.
• Proven track record of delivering tangible results on change and transformation projects through the application of business change methodologies.
• Experience developing solutions to apply change and digital transformation projects (such as new processes, organizational designs, etc.).
• Strong knowledge in organization's IT infrastructure such as, computer and information systems, security, communication systems and networks.
• Experience in some/all of the following sectors: water & sanitation, energy, gas and communication utilities
• Ideally experience working in a consulting environment (other consultancies or as an internal consultant) or be able to demonstrate a consulting skillset.
