Nursing Team Supervisor-Capacity Building & Integration – Bekaa – Activity Rate 100%

Today, MSF provides independent, impartial assistance in more than 60 countries to people whose survival is threatened by violence, neglect, or catastrophe, primarily due to armed conflict, epidemics, malnutrition, and exclusion from health care or natural disasters. MSF in Lebanon currently has 2 projects mainly on primary health care and mental health, in Wadi Khaled and the Bekaa valley.

Type of contract: 100%, fixed term 12 months, renewable upon need

Salary: 167,533,081 LBP per month (USD 1,871 per month)
Scope of responsibility: MSF
To ensure the effective implementation and quality of nursing activities in MSF-supported Primary Health Care Centers (PHCCs), with a focus on integration of MSF protocols for non-communicable diseases (NCDs) and pediatric services, in collaboration with the Ministry of Public Health (MoPH). The Nurse Team Supervisor supports and mentors nursing staff to provide high-quality, patient-centered care and strengthens the continuum of care between MSF and MoPH systems, with a strong focus on capacity building, integration, and skills transfer to MoPH and PHCC nursing staff.
Specific Accountabilities
- Main Responsibilities
The main responsibility is to contribute to the PHCC support process and to the implementation of activities within the framework of this collaboration.
- Nursing Activity Management
- monitor and support daily nursing activities in the PHCCs (triage, consultations, treatment rooms, vaccination, health education, and chronic disease follow-up).
- Ensure the proper implementation of MSF nursing protocols, infection prevention and control (IPC) standards, and safe medication management.
- Coordinate and oversee nursing activities for NCD patients (hypertension, diabetes, COPD, etc.) and pediatric patients (acute and chronic conditions, immunization, growth monitoring).
- Support the integration of MSF tools (patient files, NCD follow-up cards, registers) into MoPH workflows.
- Ensure rational use of materials and medical supplies and report any needs or stock discrepancies to the pharmacy team.
- Actively contribute to the implementation of any joint decisions related to the improvement of activities and provide follow-up feedback.
- Coordinate all medical activities related to nursing in PHCCs and outreach (MMU).
- Supervision, Training, and Capacity Building
- Participe actvely in the tem building team and provide on-the-job coaching, mentoring, and technical guidance for PHCC nurses and auxiliary staff.
- Organize and facilitate trainings on nursing procedures, NCD management, child health protocols , IPC, and patient education.
- Promote a culture of teamwork, accountability, and continuous quality improvement.
- Conduct structured competency assessments and develop targeted capacity-building plans in coordination with MSF and PHCC focal points
- Quality of Care and Monitoring
- Support implementation of patient flow and triage systems adapted to NCD and pediatric services.
- Monitor key nursing indicators (consultations, follow-up adherence, defaulter tracing, vaccination coverage, etc.).
- Participate in quality audits, case reviews, and data validation.
- Support the collection, analysis, and reporting of nursing and program data to inform project decision-making.
- Coordination and Integration
- Act as the focal point between MSF and MoPH nursing teams for harmonization of practices and protocols.
- Participate in regular coordination meetings with PHCC management, medical staff, and MSF supervisors.
- Contribute to community engagement and health promotion activities related to NCDs and Pediatric care.
- Administrative and Logistical Support
- Ensure nursing schedules and coverage are in place according to service needs.
- Contribute to the proper follow up maintenance of medical equipment and nursing areas in collaboration with the PHCC team. ·
- Organize and follow up on all administrative processes related to staff incentive payments and patient subsidization fees, in coordination with the PHCC focal point. ·
- Report any related matters to MSF in a timely manner. ·
- Participate in all key meetings related to the project and the organization bsed on the needs
- Reporting
- Participate in the drafting of activity reports according to established plans.
- Contribute to data analysis and raise any concerns regarding mortality and morbidity data.
Requirements
Education
- Essential: Recognized nursing degree, diploma, or bachelor’s degree in Science of Nursing
- Essential Ministry of Public Health practice license as Nurse in Lebanon.
- Essential: Certificate of registration at the order of nurse in Lebanon.
Experience
- Essential: 2 years of previous experience
- Desirable: experience working with MSF or other NGO’s and in developing countries
- Desirable: experience in training, mentoring, or on-the-job coaching of nursing staff.
- Desirable: experience working with PHCCs, public health facilities, or MoPH staff.
- Desirable: experience in collaboration with partners (MoPH, NGOs, local actors).
- Desirable: experience supporting integration, decentralization, or transition of services.
- Desirable: experience in implementation of SOPs, protocols, and quality improvement activities.
Languages
- Essential: Full professional proficiency using the Arabic and English Language.
- Desirable: Elementary to limited professional proficiency using the French Language.
Knowledge
- Essential: Intermediate to advanced computer literacy using MS-office applications (MS-Word, MS-Outlook, MS-Excel).
- Desirable: Training or background in clinical nursing, including patient monitoring, care planning, and evidence-based nursing interventions.
