Nursing Team Supervisor –Maternity Cover- Bekaa – Activity Rate 100%

MSF in Lebanon currently has 2 projects mainly on primary health care and mental health, in Wadi Khaled and the Bekaa valley.

Salary: 167,533,081 LBP per month (USD 1,871 per month)
Scope of responsibility: MSF
Ensure the quality, continuity, and efficiency of nursing care by supervising nursing activities, organizing daily services, strengthening staff capacity, and ensuring strict adherence to MSF clinical protocols and Infection Prevention and Control (IPC) standards, in order to provide safe, effective, and patient-centered care.
Function responsibilities include:
- Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever re-quired or needed, to optimize the resources, contributing with his/her knowledge and experience.
- Implement all the protocols and hygiene procedures and supervise his/her team follow the same standards, to warrant the quality of the care and service in his/her specialty.
- Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, to ensure the coverage of the human resources needs and maintain high standards of quality.
- Carry out and/or supervise the (decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department, to satisfy the needs of material with efficiency and effectiveness.
- Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the Project biomedical service.
- Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, to have updated and reliable information about the day-to-day activity in the project, output/ outcome, and support decision-taking.
- Give feedback/ reports to medical focal point.
Specific Accountabilities
- Main Responsibilities
- Supervision of nursing activities
- Supervise and support nursing staff across all clinical services, including Triage, Screening, OPD, Pediatric Care, Pediatric Observation Room, Point-of-Care (POC), PSEC Room, FGD, Vaccina-tion Room, Isolation Room, Community-Based Surveillance (CBS), and in-clinic NCD services. ·
- Ensure correct implementation of MSF nursing protocols, clinical guidelines, and standards of care. ·
- Provide continuous technical supervision, mentoring, and on-the-job coaching to nursing staff. ·
- Monitor patient conditions and ensure timely identification and escalation of clinical risks.
- Organization of daily activities and service flow
- Organize and coordinate daily nursing activities to ensure optimal service delivery and continuity of care.
- Plan, allocate, and adjust nursing staff deployment according to workload, patient volume, and op-erational needs.
- Implement scaling down of pediatric patient services according to operational plans, ensuring safe prioritization of cases and continuity of essential care.
- Monitor patient flow and triage efficiency, ensuring prioritization of critical cases.
- Support and coordinate Health Promotion activities in collaboration with relevant teams.
- Identify operational gaps, challenges, and constraints, and report them to the line manager with proposed solutions.
- Monitor and ensure the daily decentralization of Non-Communicable Disease (NCD) patients to designated Primary Health Care Centers (PHCCs) in accordance with defined referral criteria and target rates, ensuring proper documentation and follow-up.
- Follow up the daily objectives for the decentralization in collaboration with the Decentralization NTS.
- Support and coordinate with Health Promotion and medical team the DTx-related activities in col-laboration with relevant team members.
- Implement the clinic reduction plan for activities related to the nursing department and collaborate effectively with other departments to ensure the success of the process.
- Nursing team management and capacity building
- Support and coach nurses in key clinical areas including triage, POC diagnostics, pediatric moni-toring, isolation procedures, patients’ decentralization process and PSEC care.
- Promote and reinforce patient-centered care, respect, confidentiality, and cultural sensitivity.
- Identify training needs and participate in the development and implementation of capacity-building plans for the nursing team.
- Contribute to performance monitoring, feedback, and professional development of nursing staff.
- Infection Prevention and Control (IPC)
- Ensure strict adherence to MSF IPC protocols across all service points.
- Monitor IPC practices and promptly address any breaches in collaboration with the IPC Supervi-sor.
- Ensure correct use of Personal Protective Equipment (PPE), safe waste management, hand hy-giene practices, and environmental cleanliness.
- Participate in IPC monitoring, reporting, and improvement initiatives.
- Reporting and coordination
- Ensure accurate and timely documentation of nursing activities and relevant indicators.
- Participate in coordination meetings and contribute to planning and evaluation of medical activi-ties.
- Collaborate closely with medical, IPC, pharmacy, Health Promotion, and support teams to ensure integrated service delivery.
- Administrative and logistical support
- Support administrative management of nursing staff, including schedules, attendance, leave, and handovers.
- Assist with induction and integration of new nursing staff.
- Ensure availability, proper use, and maintenance of nursing equipment, supplies, and IPC materi-als, reporting shortages or issues promptly.
- Coordinate with pharmacy and logistics teams to anticipate and manage nursing-related supply needs.
- Support stock monitoring, rational resource use, and basic reporting in line with MSF procedures
Requirements
Education
- Essential: Nursing degree, diploma, or bachelor’s degree in Science of Nursing from a recognized university/institution.
- Essential: Ministry of public health practice license as a Nurse in Lebanon.
- Essential: Certificate of registration at the order of nurses in Lebanon.
Experience
- Essential: At least 2 years of previous certified work experience as a nurse.
- Essential: At least 2 years of previous work experience in a managerial or Supervisory position in a Primary Healthcare Center (PHC) having NCD component or Hospital setting.
- Desirable: Previous experience with MSF or other local and/or international NGOs
Languages
- Essential: Full professional proficiency using the Arabic and English Language.
- Desirable: Elementary to limited professional proficiency using the French Language.
Knowledge
- Essential: Intermediate to advanced computer literacy using MS-office applications (MS-Word, MS-Outlook, MS-Excel).
- Desirable: Training or background in clinical nursing, including patient monitoring, care planning, and evidence-based nursing interventions.
