قواعد تقديم العطاء

الأطراف المهتمة مدعوة الى تقديم عروض اقتراحاتهم التقنية والمالية، على أساس دفتر الشروط أدناه وتعبئة الوثائق المرتبطة بالعطاء وتسليمها باليد الى الدائرة الادارية في مؤسسة التعاون في رملة البيضا، شارع الاخطل الصغير – مقابل أمن الدولة، بناية بلطجي (المشروع الاخضر)، الطابق الخامس، بمهلة أقصاها يوم الاثنين 25 شباط 2022 الساعة الثالثة بعد الظهر. على ان تقدم الوثائق في مظروف مغلف ومختوم بالشمع الأحمر ومكتوب عليه "مؤسسة التعاون" وأسم المشروع بالإضافة الى موضوع ورقم العطاء. يتضمن المظروف الظرفين المالي والفني والتي تشمل وثائق العطاء بحسب ما يلي:

الظرف الاول - الملف الفني:

• معلومات حول مقدم العطاء (ملحق رقم 1)
• مواصفات المواد وكيفية التنفيذ (ملحق رقم 02)
• ملخص لأعمال شبيهة تثبت خبرة مقدم العطاء في هذا المجال
• القدرة على ادخال مواد البناء الى المخيم والحصول على كافة التصاريح المطلوبة
• تامين لائحة بأسماء العلامة التجارية (الماركات) (المستخدمة في البناء
• التعهد بعدم إعادة تلزيم المشروع لمقاول او مقاولين اخرين في حالة كانت المقاول شركة مسجلة
• تقديم خطة زمنية لأعمال الترميم وتحديد فترة الانتهاء من تنفيذ المشروع
• التعهد بتأمين التامين الصحي للعاملين في المشروع وإبراز التعهد بشكل رسمي

• العرض المالي لأسعار الوحدات بالدولار الأميركي (ملحق رقم3)

• نموذج تقديم العطاء (ملحق رقم 3)

شروط واجراءات العطاء

• يتم فتح المظاريف في مقر مؤسسة التعاون – الرملة البيضاء شارع الاخطل الصغير مقابل أمن الدولة بناية البلطجي (المشروع الاخضر)، الطابق الخامس في اليوم التالي لمهلة تسليم العطاء.
• يتحمل مقدم العطاء جميع التكاليف الخاصة بإعداد وتقديم العطاء.
• على مقدم العطاء أن يدرس جميع التعليمات والشروط والمواصفات وجدول المتطلبات والنماذج الواردة في وثائق العطاء هذا بصورة دقيقة وأي تقصير في تقديم جميع الوثائق والمعلومات المطلوبة أو التقدم بعطاء غير مستجيب في جوهره لوثائق العطاء من جميع النواحي قد يؤدي الى استبعاد عطائه.
• يحق لكل من تقدم للعطاء التقدم بطلب أي إيضاحات أو استفسارات بشأن وثائق العطاء على أن تقدم خطياً الى السيد محمد زوري، منسق برنامج التنمية الاجتماعية، 76.840033 – zourim@taawon.org ، وعلى مؤسسة التعاون الرد خطيا على أي طلب تتسلمه لإيضاح وثائق المناقصة خلال الفترة المسموح بها قانوناً قبل التاريخ المحدد لتقديم العطاءات وترسل صور من الرد متضمناً شرحاً للتوضيحات والاستفسارات المطلوبة الى جميع المتقدمين العطاء بدون تحديد مصدر طلب الايضاحات او الاستفسارات.
• إن عدم إبداء مقدم العطاء لأية ملاحظات على المواصفات الفنية خلال فترة دراسة وتقديم العطاءات يعتبر إقراراً منه بصحتها وسلامتها ولا يحق له المطالبة بأي تعديلات بفوارق الاسعار بعد انتهاء المهل الزمنية.

• كتابة أسعار الوحدات بحبر لا يمحى على ان يكون سعر الوحدة وعدد الوحدات بالعدد، او الوزن، او المقاس، او اي بيانات تفصيلية أخرى والثمن الاجمالي وعلى ان تكتب الاسعار بالأرقام والحروف.
• ان يوقع مقدم العطاء على قائمة الاسعار بعد ملئها ولا يجوز الكشط او المحو في قائمة الاسعار وكل تصحيح في الاسعار او غيرها يجب إعادة كتابته بحبر لا يمحى رقما وحروفا والتوقيع بجانب هذا التصحيح.
• الاكتفاء بالتقدم بعطاء واحد في نفس المناقصة سواء منفرداً أو ضمن شركة أو ضمن شركاء (ائتلاف) وأي مخالفة لذلك سيتم استبعاد كافة العطاءات المقدمة أو إلغاء العقد إذا تبين ذلك للمؤسسة بعد التعاقد معه ويستثنى من ذلك أن يكون صاحب العطاء مقدم من الباطن مع عطاء اخر.
• ان يبين مقدم العطاء في جدول الأسعار سعر الوحدة وإجمالي سعر الوحدات وصولا الى جملة العطاء بحسب المواد المطلوبة المرفقة ويكون السعر الإجمالي شاملا جميع الرسوم الجمركية والضرائب والضريبة على القيمة المضافة.
• تظل الاسعار التي حددها مقدم العطاء ثابتة خلال قيامه بتنفيذ العقد وغير خاضعة للتعديل وعلى لجنة التحليل والتقييم التعامل مع أي عطاء يتضمن أسعاراً قابلة للتعديل معاملة العطاء غير المستجيب الذي تم رفضه بموجب هذه التعليمات.
• بالنسبة للسلع والمواد والخدمات المكملة التي يوردها مقدم العطاء تقدم الاسعار بالدولار الاميركي. سيتم الدفع بالدولار الاميركي دفعات مرتبطة بالأعمال المنجزة وبما هو منصوص بالعقد المتفق عليه.
• يجب ان يمتلك مقدم العطاء الإمكانيات المالية والفنية والإنتاجية لتنفيذ العقد.
• إعداد النسخة الأصلية ونسخة واحدة أخرى للعطاء والتوقيع عليها على أن يتم تمييز النسخة الاصلية عن النسخ الاخرى بوضوح بحيث يكتب على النسخة الاصلية (أصل العطاء) وعلى النسخ الاخرى (صورة العطاء) وفي حالة أي اختلاف بينهما فانه يعتد بالنسخة الأصلية. يضع مقدم العطاء أصل العطاء ونسخة منه في مظاريف منفصلة ومغلقة ومختومة بالشمع الاحمر يكتب عليها اسم المشروع بالإضافة الى موضوع ورقم العطاء.
• يحرر أصل العطاء والنسخ الاخرى طباعة أو كتابة بحبر لا يمحى ويوقع عليه مقدم العطاء او الشخص المخول او المفوض على ان يتم ذلك التوقيع والختم على جميع صفحات العطاء.
• يجب على مقدم العطاء التوقيع والختم على جميع وثائق العطاء كإقرار منه بالالتزام الكامل بما ورد فيها.

الشروط العامة المصاحبة للتقييم:

سيتم الاستبعاد المباشر والنهائي لأي مقدم عطاء في حال عدم الالتزام بالشروط التالية:

1. ترتيب المناقصة وغياب الاخطاء الخاصة بحساب الكميات والتكاليف والإشارة الى سعر الوحدة والمجموع العام بشكل واضح.
2. الالتزام بشروط المناقصة (التوقيع على كافة صفحات المناقصة، ختم الصفحات، كتابة اسم المشروع واسم مقدم العطاء، اغلاق المناقصة بالشمع الاحمر او ما يشابهها من تكبيس، الالتزام بعدد النسخ المطلوبة، وضع النسخ في ظرف منفصل عن النسخة الاصلية للعطاء، تقديم التقرير الفني منفصلاً عن التقرير المالي).
3. الالتزام بالمهل الزمنية لتقديم العطاءات – سيتم رفض اي عطاء مقدم بعد الموعد النهائي.

Seven bituminous rolls are available on site . It’s required to provide and apply bituminous primer for the proposed surface and then to install the mentioned roll sheets as per specification. ملحق رقم 03: موصفات المواد وكيفية التنفيذ

specification:

Demolition:

• The area to be demolished will be clear mentioned with dimensions . This includes site clearance , safety, pollution control .
• Area adjacent to demolition work shall be protected from damage resulting from demolitions.
• The contractor shall provide all necessary water and electricity for the work including temporary connection, supply installations and storage tanks, and clear away and remove the whole of the temporary installations upon completion .
• Plant: The contractor shall provide all plant scaffolding , gangways planks… etc.,  for proper execution and protection of the work.
• Material arising out of the demolition:
• The contractor shall be responsible to dismantle carefully all usable material as specified in the contract such as steel ,wooden doors, windows , electrical and sanitary fixtures which are to remain and to be cleared and stacked as directed on site or disposed of according to instruction of the director of work. The excess materials resulting from demolition work should not be burnt on site without the written approval of DOW.    
• Removal of plant: The contractor shall upon completion of the demolition of work , remove and clear away all  temporary buildings, plants and rubbish materials and shall leave the site clean and satisfaction to the DOW.

Concrete work :

• Execute and complete the concrete work as detailed and described in the B.O.Q.
• The contractor shall insure that each stage of construction of the reinforced concrete work is supervised and finally inspected by the engineer.                                                                                    

Proportions of materials for concrete shall be accurately measured in an approved manner and all equipment and measuring devices shall be properly maintained and regularly checked to the satisfaction of the DOW .

Cement:

• Cement shall be ordinary Portland cement to comply with BS unless otherwise stated
• Cement shall be obtained from an approved manufacturer .
• Cement shall be stored off the ground and undercover .
• No cement shall be used which has been manufactured more than six months . for all structural jobs should always use fresh cement all to the approval of DOW.

Aggregate:

• In general aggregate should be a naturally occurring materials complying with the requirements of BS.
• Samples of the aggregate shall be approved by the DOW before the commencement of the work .

Water:

• Water for use in the works shall be clean ,fresh ,potable water free from chemical or organic taint.
• Sample of water  shall be approved by the DOW before the commencement of the work.

Admixtures :

• Both the amount of admixture and the method of use should be to the approval of the DOW .
• Bonding agent material should be applied at the construction joints before start casting fresh concrete.

Steel Reinforcement:

• Mild steel bars and high yield steel bars shall comply with the requirements of BS or approved equivalent .
• Steel fabric reinforcement shall comply with the requirement of BS or approved equivalent.
• Steel reinforcement shall be free from oil , dirt , loose rust and other deterioration matter before being placed in position.

Concrete:

• Proportions of mixing  cement and aggregates with water as follows: 350kg/m3 cement,0.8m3 gravel,0.4m3 fine sand and w/c=0.

Form work:

• The contractor shall supply formwork , shuttering , propping and do all that is necessary to execute and complete all the instructions.
• Formwork shall be inspected and approved by the DOW before concrete is poured which approval shall not relieve the contractor of his responsibility for the safety and efficiency of the formwork .

Finishes :

• Uniformed surface finish  , the concrete shall be troweled finish uniformly to produce plain concrete surface.
• Screed concerting over slab should be sloped to drains by using guide leveling to obtain good surface which will make the direction of water flow toward the drain freely .
• The mix concrete of screed over slabs will be of cement (350kg/m3) ,graduated gravel of size 6mm 0.8m3 to 10mm,fine sand 0.4m3 and w/c=0.5 and in addition to SBR bonding agent.   Steel mesh should be 6mm @ 15cm in both directions.

Curing of concrete :

• Concrete should be cured with clean water twice in day in morning and evening for one week .

Block work:

General :

• Execute and complete the block work in position and to the dimensions and sizes as described in the BOQ.

Material :

• Block shall be made in vibrated pressure machine and shall be in general manufactured from cement , aggregates and water .
• Block shall be hard ,sound , square and clean with well-defined arises.
• Block for walling shall be 40cm long, 20cm high the tolerance in thickness shall be (1mm).
• Block shall be tested for density and compressive strength whenever required by the DOW density not less than 1500kg/m3 and strength 35kg/m2.
• The mortar mix shall consist of cement and fine aggregate in the proportion of 1:4 by volume.

Carpentry:

• Execute all carpentry work as described in the B.O.Q in proper manner and in accordance with specification.

• All timber shall be hardwood (sewed) unless otherwise specified .
• Timber size should be according to actual size on site .
• Samples of timbers which the contractor proposed to use in the work shall be sent to the DOW.

Joinery:

• Ironmongery and hardware shall be the best quality available . samples of the ironmongery and hardware items shall be sent to the D.O.W for approval.
• Ironmongery and hardware shall be complete with screws of type, size material and finish to suit the item of ironmongery or hardware  which they are fixing .

Doors:

• Doors shall be made to the size according to actual size on site .
• The panels consist of framing batten width 7cm and inside lath of solid wood of width 2cm number 15 pieces and laminated by MDF plywood 4mm thick .

Metal work

• Execute and complete all metal work according to site dimensions in a proper manner and accordance with the specification.
• Ironmongery and hardware shall be the best quality available . samples of the ironmongery and hardware items shall be sent to DOW for approval.
• Ironmongery and hardware shall be complete with screws of a type , size, material and finish to suit the item of ironmongery or hardware which they are fixed .
• Doors and frames shall be of mild steel sheets sections and profiles welded together to the dimensions and size as detailed in B.O.Q  frames shell be securely fixed to block walls by means of mild steel cramps 3mm thick , 5cm and 20cm Length . the cramps shall be bent into a right angle, one leg welded to the frame and the other leg built into the joint of block work, four cramps per jamb shall be provided.

Plastering:

• Execute and complete all the plaster work, in the mixes specified to the surfaces as described in the B.O.Q.
• The ratio of mixer as follows:
• Internally and externally 1:4 by volume.
• Additive SBR to be added for the mix as per manufacturer recommendation.
• Mixes containing cement shall be used up within two hours of initial contact with water , all material remaining after this time shall be described .
• When mixing sand, lime and cement , the lime and sand shall be mixed first and the cement added there to .
• The amount of water in the mix shall not exceed that is necessary to give a good workable mix .
• Surfaces to be plastered rendered shall be cleaned of dust , loose mortar and traces of salt . They shall be dashed with a wet cement and fine aggregate (1:2) to form a key , which should then be allowed to harden before plastering proper begins the other two coats.
• Immediately prior to application of plaster or rendering surfaces shall be thoroughly wetted an excess water allowed running off.
• Plastering thickness shall be specified for individual surfaces. The thickness of each coat not more than 1.5cm.
• Wire mesh (steel) of wide 20cm should be fixed between block wall and vertical concrete columns and horizontal beams. Fixation of wire mesh will be fixed by screws and rings.

Tiling:

• Execute and complete all the tiling , terrazzo porcelain and ceramic marble work as described in the B.O.Q and all in the manner specified and to the satisfaction of the D.O.W.
• Samples showing quality and colors of tiles proposed are to be submitted to the D.O.W for testing and approval prior to commencement of the work.
• Glazed wall tiles shall be 20*30cm or 25*30cm and 7mm thick unless otherwise specified in the contract documents.
• Backing for tiles shall consist of cement and fine aggregate mix in the proportions, one part of cement , 3 parts of fine aggregates
• Floor tiles (ceramic tiles) and precast terrazzo work floor tiles shall be laid to level or prescribed falls onto 20mm mortar bed consist of 1 part cement and 3-part aggregate.
• Tile skirting shall be bedded , jointed and pointed with mortar as for the floor tiles , but the bedding shall not exceed 10mm thickness,

Sewerage:

• All existing pipes ducts, cables , manholes, gullies, storm water inlets and other services, exposed in the execution of the sewerage work shall be effectively supported ,protected and where necessary made good to the satisfaction of D.O.W.
• Samples of the proposed materials shall be approved by the D.O.W.

• Excavations for sewerage pipes and manholes and the like shall be straight lines and to the correct depth and gradients required for the pipes and beds as specified in the B.O.Q.
• Dispose of surplus material from site and reinstate surfacing to the approval of D.O.W
• Vent the head of drain where indicated 75mm diameter vent pipe all as described in the B.O.Q.
• Build the walls of the chamber (manhole) in reinforced concrete 250/20 150mm thick and R.C cover of thickness 150mm

Plumbing:

• Execute all plumbing work as described in the contract documents all in accordance with the satisfaction of D.O.W .
• The plumbing work shall include all internal sewerage pipe and fittings, rainwater disposal, water supply distribution system and sanitary appliance with all necessary plumbing fittings.
• Water supply distribution pipes externally should be PPR 32mm coated for weather resistance and internal distribution of approved PPR 25mm all complete with all accessories and connections , screws ties ....etc.
• Water tanks shall be plastic of approved quality (sample should approved ) and should be supplied with ball valve , overflow , cover all inlets and outlets connections and all required fitting , and accessories , to put water tank in service.
• Provide and fix a stop valve on distribution pipes adjacent to each sanitary fitting .
• Provide and install sinks , W.C seat or European seat , wash basin as described in B.O.Q (sample of each item should be approved by D.O.W.
• Ditto the water mixers of sink water supply tap, wash basin and shower should be submitted and approved by the D.O.W
• Testing the contractor shall be responsible for testing to ensure the efficient functioning of the water supply and distribution system and all internal pipe work should be watertight under full operation . Any joint connection leak shall be remade to approval of the D.O.W

Painting:

• A painting schedule will be provided to execution of work specifying color and surfaces to be coated .
• All material shall be applied strictly in accordance with the manufacturer instructions.
• All materials shall be brought to the site in the manufacturer sealed containers ,each container shall be labelled by the manufacturer with labels stating :   manufacturer name , expiry date
• Type of paint
• Color
• Instruction for applying and warnings
• Paints shall be used within 18months of manufacture.
• Paint shall not be applied in relative humidity of 80% or over externally in wet weather or damp condition .
• Surfaces for painting must be dry and fry from dust , dirt or condensation.
• Painting on plaster work or concrete surfaces,  prepare surfaces to be painted , large  cracks shall be cut out and made good finish with cement mortar and approved  small cracks shall be made good and rubbed down.
• Apply one coat primer with approved primer .
• Apply two coats of sufficient (amount of putty).
•  Apply two coats emulsion paint as specified .
• Apply one undercoat and two finishing coats of oil paint to plaster walls surfaces including surface preparation and putty as indicated in B.O.Q.
•        Painting on metal work: all steel surfaces to be painted shall be cleaned from rust , scale, loose paint , oil and dirt before priming . The cleaning shall be carried out to the approval of D.O.W using power driven tools provided by steel wire brushing wherever possible.
• Apply two finish coats of oil paint as specified to the under coated steel work.
• All cracks , defects and holes in the woodwork shall be scraped out , primed make good leveled and rubbed down to an even surface.
• All exposed woodwork shall be painted 1 undercoat and 2 finishing coats oil paint as specified.

Electrical installation:

• The work shall be carried out to the satisfaction and accordance with rules , regulations and requirements.
• Execute and complete the electrical installation as described in B.O.Q.
• All cables and wires shall be carried in approved rigid PVC conduit . the installation shall be screwed, or fixed assembly embedded in the concrete slabs or run into the wall surfaces and covered with plaster unless surface fixing is specified .
• No conduit smaller than 16mm . the conduit shall be of such diameter that the total cross- sectional area of the cables and wires inside does not exceed 50% of the conduit
• Conduits passing through floor , slabs , walls or partitions shall be protected by sleeves.
• All conduit ends left open during the works shell be blocked to avoid filling with plaster and the like.
• Electric wires shall be approved by the  DOW (thickness of diameters for both light and power circuits).
• Pulling of wires inside conduit may be carried out before the finishing works have been completed unless otherwise instructed by the DOW, however connection to all device and installation of fixtures and fittings shall be carried out after finishing works have been completed .
• Labeling : all sockets of good quality , switches , cables , wires , circuit junction boxes…etc.  .  shall be labeled using special labeling system to the approval of DOW.

Aluminum work:

• Execute and complete all aluminum work as described in the B.O.Q according to specified sizes, profiles , type and dimensional requirements in a proper manner and in accordance with the specification and the approval of the DOW.
• The aluminum works shall include all required ironmongery and hardware of the approved quality available including all accessories and fittings such as wheels , rails, hinges , handles ,locks, brushes, rubbers, silicon, sealant , stainless steel , screws....etc. in accordance with approval of DOW.
• The contractor shall submit sample of manufacturing for approval by DOW and shall not relieve the contractor of his responsibilities under the contract.
• Glazing for aluminum windows should be of type reinforced by steel wire mesh otherwise will be indicated in the B.O.Q and approved by the DOW.

• Bituminous waterproofing membrane sheet:

• The specification and safety manuals of this membranes provided by manufactures.
• Fire safety and prevention is the most important while using this membrane .
• All inflammable materials from roof , to be removed and good roofing practices should be followed .
• The bituminous waterproofing membranes are unfolded on the site and laid firmly on surface with tar-based adhesive using blow torches .
• A layer of bituminous water proofing membrane is laid in a proper slope is necessary to allow the water to flow steadily to drains .
• These membranes have 4mm thick waterproof materials . Membrane should be flexible enough to take any shape over which it is laid .
• The surface to be membrane should be clear from dirt dry and clean . Membrane must not be installed during adverse weather and should be laid perpendicular to slab  and parallel to slope
• Torch equipment should be properly connected and hoses to be in good working condition .
• Check the equipment against gas leakage by using soapy water.
• Ensure perfect joint between two sheets is the most critical part to check all the edges of joints properly to ensure proper adhesion of end laps of membrane air gaps is not acceptable at gaps the sheets should be lifted and heated with torch and resealed again.
• The over lapping is 10cm at sides and 15cm at ends for proper grip and block water seepage.

• Waterproofing PU

• It is recommended Type TECMA IMPERAL P-91 or equivalent.
• PU elastic waterproofing material . It is mono-component PU waterproofing material aluminum color .
• Tecma Imperil P-91 provides heat and light reflecting properties .
• Surfaces should be dry, free from oil, dust, or any other pollutant.
• It would be enough to clean the surface before applying the waterproofing material in cracks or expansion joints, it is possible
• To apply first Satecma PM33 or P- 400 and apply the waterproofing material after the mastic is dry.
• Tecma Imperil P-91 can be applied with brush or roller. Application should be uniform, thoroughly covering the whole surface, and should go up the upstands about 25cm.
• For cleaning tools, it is recommended to use solvent Tecma Sol C.
• PU material can be applied in low temperature even 0 degree centigrade and relative humidity between 30-98%, always considering there are no condensation on the surface.
