This report is based on answers to two surveys carried out in Lebanon in 2018 as part of a project to understand how refugees and humanitarian staff perceive the impact of the reforms enshrined in the Grand Bargain.

This research study presents the main finding of marginalization and exploitation processes related to Palestinian youth in Lebanon. The study was conducted between 2016-2017 in all over Lebanon including Palestinian camps and gatherings. Quantitative facts about the topic are well documented in the study. The methodology was based on three forms of data collection: desktop review, focus groups and in depth interviews with Palestinian youth and stakeholders.

Syrian refugee women and Palestinian refugee women from Syria face risks of serious human rights violations and abuses in Lebanon, including gender-based violence and exploitation. Those who are heads of their households are at particular risk.

In May 2015, the Lebanese authorities instructed UNHCR to temporarily suspend registration of Syrian refugees, including individuals already in the country and new arrivals.

In May 2014 the Lebanese authorities put in place new requirements for Palestinian refugees from Syria trying to enter Lebanon. Many of the conditions are very difficult to meet and have the effect of denying people fleeing conflict the possibility of seeking safety in Lebanon. This briefing details the restrictions facing Palestinian refugees from Syria who try to enter or stay in Lebanon, as far as these are known. It describes some of the implications for refugees and includes the accounts of several Palestinian refugees from Syria who have been directly affected.

Having limited legal status has direct negative consequences for Syrian refugees’ access to protection and assistance during their stay in Lebanon. Limited legal status also increases the risks of abuse and exploitation. Lebanon is not a signatory to the 1951 Refugee Convention, hence the limited legal protection for refugees and asylum seekers in Lebanon, although it is bound by the customary law principle of non-refoulement and by the obligations of the human rights treaties which it has signed and which are incorporated into its Constitution.
