About the project
ABAAD, through this project, intends to strengthen national systems capacities to enhance protection and mitigation of gender-based violence (GBV) against women and girls in Lebanon among Syrian refugees and vulnerable host communities, and to contribute to supporting vulnerable groups in displacement situations to be capacitated and empowered to move out of dependency on aid and choose a durable solution, as appropriate. This project will also ensure opportunities for development, prevention, safety, and protection for women and girl survivors and at-risk of GBV in Lebanon through addressing and enhancing their abilities to cope with adversity, mitigate and deconstruct conflict in their direct environments and communities, and tackle the legislative frameworks and policies that affect them directly.
Overall goal of this assignment
The overall goal of this assignment is to produce a baseline evaluation that captures the following learning questions:
- Community level factors that affect the (non)-reporting of GBV cases: investigating the factors that contribute to or hinder the reporting of GBV cases (background characteristic of individuals, societal norms, service inclusivity, etc.)
- Targeted community perception about the performance of local authorities and civil society response and prevention of GBV
- Mapping of the available services in each location where the project is implemented: various services provided by NGOs, CBOs, and/or governmental/public service providers (health, economic, GBV, mental health, etc.), their target population (age, nationality, gender, etc.), and cost per service.
- Targeted communities perceived availability (awareness of the existing services and their rights to this service) and access (acceptance from service provision and willingness from beneficiaries)
This baseline evaluation will function as a comparison point to the same learning questions that will be explored at a later stage in this project (through mid-evaluation and final evaluation).
Duties and Responsibilities
- The consultant is to conduct a desk review, which will include current project documents and progress reports of similar pervious projects.
- The consultant is to develop a comprehensive research methodology for this project.
- The consultant is to develop the needed tools.
- The consultant is to conduct the data collection and field work.
- The consultant is to present findings to ABAAD: preliminary findings and recommendations to collect feedback that will aid in finalizing the report, give suggestions and receive feedback, and incorporate feedback into findings.
- The consultant is to draft the final baseline report. Report should:
- Contain an executive summary
- Contain an analysis of the data collected in the baseline
- Address each of the questions identified in the relevant sections of the TOR
- Sources of information will be properly identified and listed in an annex
- Include a table of contents, list of acronyms
Skills required
- Demonstrated experience with GBV
- Demonstrated experience with social research and/or Monitoring & Evaluation methods, quantitative and qualitative research methods, analytical report writing
- Good analytical skills
- Good communication skills
- Ability to effectively interact with local partners and official entities
- Fluent Arabic and English language skills (please note that written products submitted to ABAAD should be in English, while data collection may occur in Arabic)
- Experience in the NGO field
