ABAAD-Resource Center for Gender Equality   Immediate recruitment: Short-Term Expert Consultant on inclusion of provisions for Child survivors in the GBV case management toolkit   JOB PROFILE   JOB TITLE:  Expert consultant for the development of a module of child survivors of Gender Based Violence (GBV) within the national on GBV Case Management currently dedicated to adult female survivors.   DURATION: 3 months    ABAAD PURPOSE: ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings. BACKGROUND: Currently there is no GBV case management curriculum that is endorsed and being taught in relevant university programs; such as social work track among others. Additionally, there is a lack of a national minimum standards across all local and international actors working in the fields of GBV and Child protection (CP), that ensure that quality care is being provided. ABAAD and UNICEF have been working closely with the Ministry of Social Affairs (MoSA) and the National Technical Task Force (NTTF) to standardize and institutionalize the GBV response across all actors in Lebanon, ABAAD in partnership with UNICEF will work on developing a national GBV Case Management (GBVCM) tool. This tool will build on the previously developed GBVCM curriculum by ABAAD and NTTF, and will aim to adapt the tool to become the comprehensive GBVCM tool to be used by all other relevant actors. During this phase, ABAAD in partnership with UNICEF are working towards adapting the manual to include information for child survivors. This will make the document a comprehensive tool on GBV case management for practitioners; that will facilitate the provision of quality services to women and child survivors.   JOB PURPOSE: The expert consultant will be expected to develop a CP component that will be integrated within the already developed GBV Case Management Toolkit to ensure that it is comprehensive to all relevant affect populations of GBV. The role of the consultant is to develop and adapt a child module taking into account CP case management criteria and the SOPs adopted by MoSA and that were developed by USJ in partnership with UNICEF. Based on evidence and need it was decided that a new section specialized on child survivors should be added to the toolkit to ensure that it is comprehensive and includes information for the provision of specialized care for all survivors.  Additionally the consultant will be expected to mainstream the provisions for child survivors throughout the case management document, as per the international standards and the national standards for Lebanon[1].   REPORTING LINES: Steering committee that includes representatives from ABAAD, UNICEF and MoSA. It is expected that biweekly meeting will be conducted between the consultant and the steering committee. KEY RESPONSIBILITIES: -       Meet with relevant stakeholders; such as MoSA, Ministry of Justice, UNICEF CP unit, NTTF members, case management task force of the child protection in emergency working group, SGBV taskforce ad hoc case management working group;  and others as needed, to incorporate their feedback into the manual -       Lead the process of peer review with NTTF members and core group of the CPiEWG: organize and conduct 4 review meetings with relevant actors -       Develop the specific provisions for child survivors of GBV in line with the Caring for Child Survivors Guidelines and the national SOPs on child protection case management SOPs adopted by MoSA with the support of UNICEF within the set timeline; this will be done through: Initial review of the developed GBV Case Management toolkit Desk review of available global and national tools on GBV and CP case management Proposition of options for different format options for the methodology of incorporating the specific provisions for child survivors (i.e. separate section, mainstreaming, …etc) according to international standards such as Consultation with relevant stakeholders Incorporation in the GBV case management toolkit of  specific provisions for child survivors of GBV into each step of the GBV case management in line with CCS Guidelines and national SOPs on CP case management   -       Update ABAAD and UNICEF teams on the progress of tool development on bimonthly basis   TIMELINE: Week one Meeting with Steering Committee (ABAAD, UNICEF, MOSA) Review the existing draft GBV case management toolkit for adult female survivors developed by the NTFF Week 2 Meeting with GBV and CP stakeholders (SGBVTF ad hoc committee on case management and CPiEWG case management taskforce) Week 3 and 4 Review of the existing CP case management tools (CCS Guidelines and national SOPs) Week 5 and 6 Drafting of inception modules/specific provisions for child survivors Week 7 Review of the inception modules/specific provisions for child survivors by Steering Committee and sharing of feedback Week 8-11 Finalization of the modules/specific provision by the consultant and submission to the Steering Committee Week 12 Final review from the steering committee and final comments for finalization before endorsement  SKILLS AND COMPETENCIES: -        Advanced academic diploma in in social work or equivalent -        Working experience in CP/GBV case management and programmes -        Demonstrated experience in working on policies and guidelines related to CP and GBV. -        Demonstrated analytical skills and production of research on CP/GBV -        Good knowledge of the Lebanese CP/GBV context, including the legal framework (law 422, law 293) -        Demonstrated report writing skills in English -        Fluency in English and Arabic   APPLICATION PROCEDURES: Interested candidates should send their CV along with a cover letter and sample of previous consultancy work on related topic, to abaad@abaadmena.org and include the job title above in the email subject and cover letter by 29 January Applications received after the closing date will not be considered.
