JOB PROFILE
JOB TITLE: Monitoring & Evaluation Officer
LOCATION: Beirut based with regular travel to Mount Lebanon, North (Akkar), Bekaa (North, West and Central), and South
Post holder reports to: Meal Coordinator & Project Manager
ABAAD PURPOSE:
ABAAD aims at achieving gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD has a proven record in working in addressing GBV in emergency settings.
JOB PURPOSE:
The Monitoring & Evaluation Officer will be responsible for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a timely manner and in line with ABAAD’s standards and mission.
The M&E officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Program Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities.
KEY RESPONSIBILITIES:
1- Monitor all project activities and progress towards achieving the project outputs;
2- Monitor and evaluate overall progress on achievement of results;
3- Develop and strengthen monitoring and evaluation procedures;
4- Support program staff on ways to properly document, organize and capture program progress;
5- Perform regular field visits to ensure the quality of data collected and to verify the accuracy of reported data;
6- Support and participate in program and project evaluations.
7- Organize and conduct mid-term and post-project evaluations in the target areas;
8- Ensure all activities are implemented according to the log frame indicators;
9- Provide qualitative and quantitative report of the activities;
10- Liaise with MEAL coordinator and Program manager to develop monitoring and impact indicators for the project’s success;
11- Liaise with MEAL coordinator and to develop the M&E tools and users’ guidelines and assist the project’s personnel in the use of these tools when needed;
12- Conduct data analysis and provide inputs, information and statistics for monthly, quarterly, annual and other reports to Program Management Team;
13- Assist in coordinating across the multiple components of the overall Program to ensure that M&E/MIS system is effective and in Line with ABAAD’s standards and mission;
14- Responsible for the monthly reporting on Activity Info;
15- Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships;
16- Plans, coordinates and organizes workload while remaining aware of changing Priorities and competing deadlines;
17- Perform other duties as required;

SKILLS AND COMPETENCIES:
- University Degree preferably in Business Administration, Economics or related field;
- At least 5 years of experience in the design and implementation of M&E/MIS;
- Experience in designing tools and strategies for data collection, analysis and reporting;
- Strong communication and interpersonal skills
- Commitment to human rights, gender equality, non-discrimination
- Flexible pro-active attitude
- Ability to work well as an individual and in a team
- Ability to manage an unpredictable workload in a challenging environment
- Ability to work across socio-cultural and religious contexts
- Belief in ABAAD’s mission and vision
- Languages: Fluency in spoken and written Arabic, clear and concise reporting in English is strongly preferred.
