JOB PURPOSE:
The Monitoring, Evaluation, Accountability and Learning Coordinator will be responsible for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a timely manner and in line with ABAAD’s standards and mission.
The MEAL Coordinator will set up, design and implement the MEAL activities of the Project; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be in charge of the collection & analysis of different data in relation to the project activities.
REPORTING LINES:
Post holder reports to: ABAAD Senior Director of Programs & Director
KEY RESPONSIBILITIES:
1- Monitor all project activities and progress towards achieving the project outputs;
2- Monitor and evaluate overall progress on achievement of results;
3- Develop and strengthen MEAL procedures;
4- Support program staff on ways to properly document, organize and capture program progress & learning;
5- Perform regular field visits to ensure the quality of data collected and to verify the accuracy of reported data;
6- Support and participate in program and project evaluations;
7- Organize and conduct mid-term and post-project evaluations in the target areas;
8- Ensure all activities are implemented according to the logframe indicators;
9- Provide qualitative and quantitative report of the activities;
10- Liaise with Project manager to develop monitoring and impact indicators for the project’s success;
11- To support program units in undertaking needs assessments, baselines, evaluations and any other research studies, internal and external;
12- To review and finalize documents/reports of key lessons learned and coordinate with Program Unit for broader dissemination of learning;
13- To provide guidance in developing and scaling up accountability to beneficiaries’ mechanisms which facilitate beneficiaries/communities to register timely complaints and provide feedback on the interventions;
14- Liaise with Project manager to develop the M&E tools and users’ guidelines and assist the project’s personnel in the use of these tools when needed;
15- Conduct data analysis and provide inputs, information and statistics for monthly, quarterly, annual and other reports to Program Management Team;
16- Assist in coordinating across the multiple components of the overall program to ensure that M&E/MIS system is effective and in Line with ABAAD’s standards and mission;
17- Responsible for the monthly reporting on Activity Info & GBV IMS;
18- Organizes and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships;
19- Plans, coordinates and organizes workload while remaining aware of changing Priorities and competing deadlines;
20- To technically backstop MEAL staff in performing and prioritizing MEAL-MIS tasks;
21- To identify capacity building events for MEAL staff members for system strengthening and sharing of learning;
22- Perform other duties as required;

SKILLS AND COMPETENCIES:
- University Degree preferably in Business Administration, Economics or related field;
- At least 5 years of experience in the design and implementation of M&E/MIS;
- Experience in designing tools and strategies for data collection, analysis and reporting;
- Strong communication and interpersonal skills
- Strong analytical and research skills;
- Good presentation skills;
- Excellent writing and documentation skills;
- Expertise in databases, MS Office and other analysis software such as SPSS;
- Commitment to human rights, gender equality, non-discrimination
- Flexible pro-active attitude
- Ability to work well as an individual and in a team
- Ability to manage an unpredictable workload in a challenging environment

- Languages: Fluency in spoken and written Arabic, clear and concise reporting in English is required. French is a plus
