Project Evaluation

ABAAD – Resource Center for Gender Equality is a non-profit, non-politically affiliated, non-confessional association founded in 2011. ABAAD aims to achieve gender equality as an essential condition to sustainable peace, democracy and social and economic development in the MENA region. ABAAD seeks to promote gender equality through policy development, ending gender-based violence, empowering women and providing protection and support services through a holistic care approach to GBV survivors during times of peace, war and disasters.

As a resource center, ABAAD also seeks to collaborate with, support and build the capacities of both civil and public organizations that are involved in gender equality, democracy, human rights, SRHR, MHPSS, case management and protection programs.

 

ABAAD envisions a world in which men and women live as equitable partners and work together to secure better lives for their future. Women are effectively empowered and participate in democratic processes that affect their lives and their communities. In this world, there is no violence or discrimination and people live in freedom, dignity and peace. Women have fair access and control to all social, economic and natural assets and resources and are able to pursue their happiness.

About the Project:

“Protection and Mitigation of Gender Based Violence against women and girls in Lebanon among Syrian refugees and vulnerable host communities – NASEEJ Project

This project aimed at ensuring a better quality of life free from violence for women and children through contributing to protection, prevention & response mechanisms. 

Project specific goals:

  • national prevention and protection GBV mechanisms are strengthened and hence enhance response to women’ needs;
  • the impact of GBV on women and girls residing in Lebanon (both refugee and host communities) is reduced;
  • A positive supportive environment for female and male youth from both refugee and host communities residing in Lebanon is created
     

     

  • Objective of the consultancy and scope of work
  •  

    The evaluation will consider the 1) relevance, 2) effectiveness, 3) efficiency, 4) sustainability, and 5) impact of the program, including the extent that the program objectives have been achieved. It will also provide recommendations for future initiatives

    Objectives of the final evaluation are:

  • Assessment of the program’s quality and internal coherence (needs and problems it aimed to solve)
  • Assessment on the efficiency of management model in planning, coordinating, managing and executing resources allocated for its implementation, through an analysis of its procedures and operational and institutional mechanisms. This analysis will seek to uncover the factors for success and limitations and make recommendations to guide future programming
  • Assessment of design and relevance, effectiveness, efficiency, impact and sustainability of the programme and the level of achievement of envisaged programme results and outcomes
  • Assessment of program’s different internal and external M&E systems and tools developed including data collection, statistics, research and analytical outputs, databases, guidelines, etc. and assessment of program’s communication strategy, outreach activities and impact;
  • Identification of key recommendations and lessons learned through the evaluation process
  • Specific Tasks of the consultant during the assessment:

  • Inception Phase - the Evaluation Consultant will review documentation, agree on the meetings and field visit locations with the Programme manager, and produce the Evaluation Inception Report with a clear evaluation work plan and tools;
  • Target Area:  Lebanon

    Consultancy period:

    The estimated starting date is between May and June 2019

  • Experience in Women Human Rights, Gender and Monitoring & Evaluations  fields
  • Good analytical skills
  • Good communication skills
  • Ability to deal with local partners and official entities

  • Data Collection and Field Visit – the Evaluation Consultant will gather data through group and individual interviews and field visits at the end of the mission, presentation with preliminary findings and recommendations will be presented to the programme team/Evaluation Reference Group;
  • Analysis and Reporting– the Evaluation Consultant will prepare the draft evaluation report based on the analysis of findings, and will submit the report to the Evaluation Reference Group for factual review and comments. Opportunity to comment on the draft report will be open to the Reference group for a maximum of 10 working days. After this process ends, the Evaluation Consultant will proceed with production of the final evaluation report.
  • Fluent Arabic and English language skills (reports should be written in English)

 1. A Technical proposal with: - Technical reference of previous similar works - Methodological note with a proposition regarding organisations of survey, planning, etc.

2. A Financial proposition with a detailed budget taking into consideration the conditions mentioned in this ToR.
