Public Health Officer

Position seconded by Abaad to the NMHP

Contract: Full time job for 3 months. May become a permanent position based on performance

Technically Report to: Quality Improvement Coordinator at the National Mental Health Programme (NMHP) in the Ministry of Public Health

Location: Beirut

Contract starting date: the soonest possible

Purpose & Function

The Public Health Officer is responsible of providing support to the Quality Improvement Coordinator, especially in terms of accreditation standards, health information system, monitoring and evaluation, and maintaining involvement of mental health service users.

Key Responsibilities:

  • Assist in the development of accreditation standards, especially for residential centers of Gender Based Violence (GBV) survivors with mental health disorders
  • Participate in the drafting and implementation of quality indicators for mental health services
  • Participate in the development of specifications, testing, and training of modules for mental health information system
  • Work on the data collection, data cleaning and data summary for the monitoring and evaluation of the different strategies of the mental health programme, assist in the service utilization review and in the preparation of the monitoring and evaluation report
  • Participate in planning, engaging with and collecting feedback from mental health service users in the different mental health projects
  • Conduct literature review as needed
  • Participate in the mental health programme bi-weekly meeting
  • Other activities as needed

Deliverables

  • Literature review conducted as needed, especially for accreditation standards
  • Report on different accreditation standards for residential centers of Gender Based Violence survivors with mental health disorders
  • Periodic data summary reports
  • Reports on testing and training on mental health information modules
  • Periodic report on service users involvement in mental health projects

Minimum qualifications and professional experience:

- University Degree: master in public health, concentration in epidemiology/biostatistics is a plus

- 2 to 3 years of relevant job experience.

- Good communication and interpersonal skills; team player; flexibility in timing

- Computer proficiency (Excel, Word, PowerPoint)

- Proficiency in Arabic and English; French is a plus

- Understanding of issues related to ABAAD’s strategic areas of focus (gender equality, GBV, case management, mainstreaming, women empowerment, etc.)

- Excellent team building and leadership skills, 

- Experience in working with both the public sector and the local and international civil sectors

- Ability to work effectively in a multicultural team.
