ABAAD is a non-profit, non-politically affiliated, non-religious civil association that aims to achieve gender equality as an essential condition to sustainable social and economic development in the MENA region. ABAAD seeks to promote women’s equality and participation through policy development, legal reform, gender mainstreaming, engaging men, eliminating discrimination, and advancing and empowering women to participate effectively and fully in their communities. ABAAD also seeks to support and collaborate with civil society organisations that are involved in gender equality programmes and advocacy campaigns.

Project Description and Development Requirements
Within the framework of creating capacity-building resources that are easily accessible to case managers working in Lebanon, Syria, the MENA region and globally, ABAAD is currently developing online portal/website a Gender-Based Violence Case Management in Emergency and Post Emergency Situations (GBV CMiE) online portal - a website that is to contain a course developed by ABAAD.
The website to be developed is to feature a course that ABAAD has created, and that is divided into three sections/levels (beginner, intermediate, and expert).
Website may include text, audio, images, embedded videos, and downloadable documents. There will also be surveys/forms (for the administration of tests and quizzes, which will be automatically corrected and a grade given).
Usage of the website will require registration, and progress will be saved for a user to login (through a username and password) and continue work.
Upon completion of the course, the user will receive a printable/downloadable certificate.
The website will be available in both English and Arabic.
The website must have a comprehensive “Monitoring and Evaluation” component, within which the following can be tracked:
Number of hits
Countries/Cities of origin
User demographics (gender and age group of users, respecting anonymity)
Average time spent on the website
Dropout rate of signed up users
Course completion rate
Quiz/Test scoring percentages
Purpose of Consultancy
The overall purpose of the consultancy is to develop a website that will display the course content in a user-friendly manner that can be easily navigated by social workers, case managers, and other interested frontline workers who want to build their capacities in GBV case management.
Key Responsibilities
Glitch-free website upon finalising and online launch
Complete uploading of all course content into website
Strong search engine optimisation, including the use of smart URLs among others.
Integration of social media to share scores or achievements.
Ensure adequate development of RTL and LTR versions with no glitches.
Ensure that the website is not “heavy” and can be easily used even on weak connections.
Adequate development of a dynamic website user-friendly CMS
ABAAD’s Responsibilities: ABAAD will provide the consultant with the necessary support and information to assist in the consultancy, mainly:
Course content and accompanying website designs
Sitemap
Individuals to support with beta testing the portal
Reporting Arrangements: The consultant shall report to the Project Manager
Expected Profile of Consultant
Bachelor Degree in Information Technology and/or Computer Programming and/or Computer Science.
Extensive experience with web design and computer programming (experience developing NGO websites is a plus).
Responsive, meticulous, and conscientious in executing tasks, especially in adhering to set deadlines.
Able to envision the overall project, and make helpful suggestions.
Good analytical and troubleshooting skills.
