Finance And Sub Award Manager

ESSENTIAL DUTIES & RESPONSIBILITIES include the following: Finance Manager • Ensure compliance with ACDI/VOCA’s procurement, field accounting, donor and audit requirements and procedures. • Complete monthly field financial reports to ACDI/VOCA HQ; • Oversee all financial activities and reporting requirement in ACDI/VOCA & Partners field offices. • Control and assist in the implementation of financial monitoring procedures within DHAIM and partners offices and provide monthly and quarterly reports to COP and DCOP on budget status. • Ensure that appropriate financial regulations and controls are in place and in use at all times. • Train and manage the accountant and admin/finance/grant assistant • Oversee the financial compliance of the grant and procurement managers process and procedures at all times • Take action if invoices were incorrectly filled in or paid out (recourse of funds); • Prepare on monthly basis the payroll and personnel administration paper work and requirement • Prepare VAT, income tax declaration and the monthly social security application; • Maintain day-to-day financial control within budget as agreed upon by management • Ensure that all finances are properly administered and monitored, including credit control. • Prepare and review detailed budgets for approval by management and advise on allocation of financial resources within the project • Make regular reports to management on income, expenditure and any variations from budgets. Sub Award Manager • Review and monitor partners’ financial reporting and compliance on monthly and quarterly basis • Provide additional technical assistance to partners as necessary to maintain high standards of compliance • Prepare all financial reports related to sub-awards granted to partners • Manage the cost share for all partners’ budgets and financial reports. • Other duties may be assigned by the DCOP and the COP. • Four or more years of progressive financial management experience is required. • Four year experience in grants management as well as an understanding of donor regulations is required. • Three years international experience is required; international NGO/PVO field office experience is preferred. • Demonstrated experience and skill with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports. • Strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet. • Advanced computer skills in MS Office programs, particularly Excel • Prior management experience and strong organizational skills • Excellent oral and written English skills • An ability to support programmatic objectives with timely and meaningful financial information is essential. • A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is necessary. • An impeccable professional standard of finance and procurement ethics as well as the willingness and ability to enforce compliance with ACDI/VOCA and donor policies and procedures is essential. • The willingness to travel regularly to ACDI/VOCA field offices and project sites.
