Ameu Manager (Lebanese Nationals Only)

I. Background   ACTED, the “Agency for Technical Co-operation and Development” is an NGO registered inFrancewith global operations in Central Asia, Europe, Middle-East andAfrica. ACTED has been active inLebanonsince 2006, and is one of the largest NGOs in the country. ACTED operates mainly in the North and South areas ofLebanon.  **Please note: This is a local position. Only Lebanese citizens are eligible to apply.** II. Assignment   The Country AME manager is responsible for developing tools and implementing them for appraisal, monitoring and evaluation in-country for projects which demand it.  He/she is responsible for managing AMEU country staff and coordinating with other relevant departments.   III. Working Relations: Internal -       HQ (departments of Finances / Audit / Reporting) -       Regional Support Office -       CFM -       Area Coordinators -       Project Managers -       Reporting Manager -       Other relevant program departments External (at the area level) -      Donors -      National and International Partner organizations -      Local authorities     IV.Responsibilities  1. Project Cycle Management -       Facilitate the development and implementation of project cycle management; -       Develop a PCM guide, incl. tools and procedures to be used for each project  -       Train the staff to use the PCM guide and related tools and procedures; -       Keep track of all projects and programmes monitoring and evaluation schedules and work with field staff to design and implement monitoring and evaluation procedures -       Feedback on reports to donors, and on the program sections of the MAR, MCM and MMR 2. Information System -       Supervise the launching of the resource centre, and the updating of information in coordination with the Resource centre focal points -       Work with all departments to follow up project and programmes databases incl. work on the nomenclature used (official names etc.); -       Follow up the day-to-day workings of the AME Department, including reading regular monitoring reports and follow-up; -       Ensure that appraisal, monitoring and evaluation reports are made useful for reporting, project implementation, fundraising and add to the general base of field knowledge in the country for all organisations working in the area; -       Inform coordination about any discrepancy in the projects -       Prepare the MMR section related to AMEU 3. Participatory Appraisal, Monitoring and Evaluation -       Ensure that local partners engaged in appraisal for and/or with ACTED are trained and given advice in participatory approaches, diminishing bias, and other key methodologies for information gathering; -       Work with base and field staff to help design and improve adapted participatory appraisal mechanisms for the projects implemented in the country. 4. Departmental Follow-up -       Manage the AME staff in cooperation with Area Coordinators and Programme Managers; -       Follow up work plans, activities and their quality; -       Work with the administrative departments to ensure that procedures related to the project are respected; -       Solve problems and give professional guidance, specially for interns / volunteers; -       Communicate regularly to Programme Managers and Coordination on all activities;   5. Other duties -    Assist the coordination in developing the mission strategy -    May be asked to report on the gaps resulting in delaying the project’s output even if they are not   directly related to the field/program staff -    Perform/supervise any other task requested by coordination
