Civil Shelter Engineer/brt

Background ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Our interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context. Our 4 000 staff is committed in to responding to emergencies worldwide, to supporting recovery and rehabilitation, towards sustainable development. Our teams in the field implement some 380 projects in 34 countries covering the following sectors emergency relief, food security, access to health, education and training, economic development, microfinance, advocacy, institutional support, and regional dialogue, cultural promotion. Assignment The Civil Engineer is in charge of providing technical oversight and instruction in the field for civil works/WASH construction and rehabilitation activities, drafting technical project documents, and ensuring the targets set by the Engineer Team Leader and Program Manager are met according to the set timeframe.  Functions The civil engineer will work with the engineering team to assist the Engineer Team Leader to ensure the adequate implementation of medium to large scale civil works/infrastructure construction and to assist in the household rehabilitation works. Duties and responsibilities include, but are not limited to, supporting the Engineer Team Leader to: Review of project plans and technical documents prior to implementation to ensure feasibility and accuracy of inputs required (in terms of quality and quantity); Contribute to the preparation of tender documents and evaluation of technical criteria in tender bids; Daily supervision of construction site and work of ACTED contractor, complete daily report on construction progress, quantities delivered to the site, site conditions, photo documentation; Prepare weekly report on construction progress and any challenges/delays in workplan; Monitoring of the Water Establishment consultant’s work and cross checking reports emitted by WE consultant for accuracy; Liaison with Water Establishment representatives to ensure commitments are received in parallel to ongoing projects to allow for timely completion and to address any issues raised regarding contractor’s work; Household level WASH and Shelter support activities: To assist in supervising, monitoring and implementation of the Shelter project in the area of intervention; To ensure the quality of implementation of the project as per the programs standards guidance and based on the plan/proposal; To assist with planning of project activities under the supervision of the Program Manager; To manage and oversee the field officer and daily laborers achievements and provide them technical instructions; To monitor and supervise the contractor works and activities as per the agreement or signed contract with ACTED; To assess the activities undertaken and ensure efficient use of resources in close collaboration with the Program Manager; Technical support for implementation of Shelter projects (including: draft BoQs, sketches, implementation plan; Qualifications Educational background in civil and/or environmental engineering ideally with a focus on water related works; Experience working on medium to large scale construction projects through contractors; Extensive experience in managing and implementing building construction or renovation/rehabilitation projects; Strong communication, inter-personal skills, and diplomacy; Strong organizational skills and attention to detail; Ability to draft detailed and accurate reports in a timely manner; Highly motivated and with a desire to work with local communities; Ability to work with culturally diverse groups of people; Spoken Arabic is required. Spoken and written English is strongly preferred. Spoken French is an asset. Working knowledge of computers using MS Word and Excel among other packages. Communicate effectively through email and use of internet.
