Field Officer - South (Lebanese Nationals Only)

Background  ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of the country. ACTED is implementing the project titled “Towards an Active Participation of Civil Society in the Reform Process” with the main objective to contribute to a more enabling environment for civil society in Lebanon, fostering the engagement of civil society organizations both at policy and local development levels through the implementation of the “EU Roadmap for Engagement with Civil Society in Lebanon”. Through this intervention ACTED aims to strengthen the role and contribution of CSOs in policy making at the local and national levels in the fields of health, education and environment (including Water and Energy). In addition to strengthening their contributions to the local development process in addressing basic needs of marginalized groups in rural areas. **Please note: This is a local position. Only Lebanese citizens are eligible to apply.** Assignment Under the supervision of the Economic Development Coordinator, the Field Officer is responsible for day-to-day implementation of field activities. Specifically, the Field Officer will provide close follow up on activities implemented with project partners in both Mount Lebanon and South Lebanon; with assistance/support in the North when needed. The field officer will conduct meetings and follow up with local authorities and CSOs in the intervention area; participate in the identification of priority programs identified with various stakeholders; and oversee the implementation of the selected projects. In addition, the Field Officer will provide follow up and coordination on the capacity building trainings provided to CSOs and local authorities.    Functions The Field Officer shall : Conduct and support partners in data collection and analysis for the selection of CSOs and local authorities in BML and the South with ad-hoc support in the North in close coordination with project partners; Participate in meetings and liaise with CSOs and local authorities on project activities and during implementation; Assist partners and local community in data collection and analysis of key results from assessments;   Participate in the capacity building trainings with project partners; Participate in the development of action plans with local authorities and in the selection of projects with CSOs Assist in the design and follow up of project implementation with CSOs and local authorities; Organise logistics for forums and working groups, including liaising with participants, securing the venue, and ensuring refreshments are provided. Conduct ToT for partner staff on trainings provided to CSOs and local authorities including data collection, monitoring and evaluation. Support in data collection, monitoring, and evaluation efforts during the trainings of CSOs and local authorities.   Internal Coordination  Submit daily activity reports to the line manager; Ensure accuracy of reported data, by following internal guidelines; Refer complaints and delays to relevant ACTED’s staff; Follow internal security guidelines;  Keep an accurate filling system; Participate in internal lessons learned workshops and project feedback.   Accountability to Communities and Beneficiaries The Field Officer is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED’s programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.   Knowledge, skills -          University degree in relevant field such as Business, Economics, development. MA/MSc preferred; -          1-2 years of field experience in similar position working closely at community level and/or with local authorities and partners. -          Knowledge of and experience with program monitoring and evaluation, specifically data collection and analysis; -          Strong leadership and coordination skills; -          Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context; -          Excellent interpersonal skills and external relations; -          Excellent organizational skills and attention to detail; -          Independent, adaptable, flexible and hardworking; -          Strong humanitarian motivation and understanding of international assistance. -          Proven experience in dealing with local and Governmental stakeholders in BML and the South; -          Prior experience using basic computer software required, notably in word and excel; -          Previous experience working with a variety of stakeholders in humanitarian or development aid.
