Hygiene Promotion Supervisor

Functions 1.      Supervision The HP officer is responsible and accountable for the performance of the hygiene promotion team, in terms of outputs, quality, efficiency and compliance with ACTED rules and policies: 1.1  Organisation and planning -          The HP officer, in collaboration with the Program Manager, is responsible for planning and organizing the hygiene promotion campaigns and activities in the the targeted areas, and allocating work amongst the outreach teams -          The HP officer is responsible for planning and overseeing resources and logistical requirements for the implementation of the hygiene promotion campaigns and activities, and reporting to Program Manager the needs of the program. -          The HP officer contributes to the strategic development of the hygiene promotion program 1.2  Campaign development and activity design -          The HP officer, in collaboration with the Program Manager, is responsible for planning and implementing investigative and research activities to set hygiene promotion priorities, and to ensure the campaigns and activities are based on sound field-evidence. This includes the application of the PHAST methodology to hygiene promotion activities 1.3  Performance and quality monitoring -          The HP officer is responsible for monitoring of the outreach community hygiene promotion teams, through direct supervision of the network of Team Leaders. This includes both performance and quality monitoring in the field and reporting – including: Outputs (such as number of household sessions, group sessions, vouchers distributed, etc) Communication skills (the relationship between hygiene promoters and the community) Technical skills (knowledge of hygiene and behavior change methodology) Compliance with ACTED rules and policies 1.4  Ongoing mentoring and on-site training of staff to ensure continuous improvement -          Skills development: the HP Coordinator is responsible for the skills development of the HP team through development and implementation of both class-room and field-level training and mentoring. This should be delivered predominately through the network of Team Leaders – however should also provide individual training to the community hygiene promoters as required. -          Knowledge: the HP Coordinator is responsible for developing the knowledge of the hygiene promotion team – both technically and by facilitating a reflective learning environment so the team strengthens their context-specific knowledge. 1.5  Information: -          The HP officer is responsible for sharing information both to the team and from the team to the Program Manager and other programs 2.      Reporting 2.1  Performance reporting: -          The HP officer is responsible for collecting and compiling daily monitoring reports of the hygiene promotion team, including implementing systems to collect field-level information 2.2  Adhoc reporting: -          The HP Coordinator is responsible for communicating issues, problems, challenges, or ideas to the Program Manager 2.3  HR reporting: -          The HP officer is responsible for checking daily attendance sheets, organisation of Cash-For-Work contracts and agreements.  3.      Communication and Coordination 3.1  Communication with hygiene promotion team: -          The HP officer will undertake daily team briefings and will keep in regular contact with the outreach teams throughout the day -          The HP officer will keep regular communication with the Program Manager. 3.2  Cross-Programme communication: -          The HP Officer will attend joint-team meetings and will contribute to the liaison with other programs 3.3  Community: -          The HP Officer will maintain good relations with key stakeholders in the community and will be the referral point between the Team Leaders and the Program Manager.  4.      Security -          The HP Officer is responsible for the safety of his/her team and is responsible for knowing the location of all teams at any point in time, and to maintain regular communication with the team when in the field. -          The HP Officer is responsible for immediately reporting incidences to the Focal Point and the Program Manager. -          The HP Officer is responsible for implementing and communicating security or evacuation plans.
