Outreach Assistant - North Lebanon

Under the supervision of the Project Manager (WASH CFW), the Outreach Assistant (CFW) is responsible for the day-to-day activities of the project, meetings and mobilizing key project stakeholders, conduction of beneficiary selection assessments, support in the training and supervision of the cash for work beneficiaries in ACTED’s UNDP funded rainwater harvesting and water efficiency program. He/She will be accountable for the smooth operation of the project activities in the project area meeting project timelines and targets, based out of ACTED’s North office.

Background

ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. ACTED has been implementing cash for work in projects across different sectors such as WASH and Shelter, women’s empowerment and agriculture. With funding from the UNDP, ACTED will be implementing a cash for work program to improve the water conservation and alleviate the negative impacts of the socio-economic (and COVID-19) crisis on vulnerable people in Lebanon. This will be achieved specifically through the installation of rainwater harvesting (RWH) and water saving measures across the country targeting vulnerable and water-stressed communities. Moreover, 560 Syrian and Lebanese labourers (60% women) will be trained and employed throughout the program for the installation of the RWH systems and water saving fixtures.

 

 

  • Functions

The Outreach Assistant shall be responsible for:

    • o Project Implementation
  • Follow-up the implementation of activities to ensure meeting the targets in the specified timeframe;
  • Provide support to the Senior Outreach Officer in organizing trainings and awareness session’s curriculum;
  • Conduct assessments for the selection of Cash For Work beneficiaries;
  • Close monitoring of CFW beneficiaries to ensure their good performance;
  • Coordination with municipalities and local community for the provision of training venues;

 

    • Technical Expertise

 

  • Support CFW beneficiaries in the design and implementation of awareness campaigns in locations where rainwater harvesting systems are installed;
  • Support and oversee CFW beneficiaries in the implementation of community awareness, household water audits and installation of water efficient fixtures campaigns;
  • Production of reports of outreach campaigns, with photos of installations;
  • Ensure program documentation and signature of beneficiaries on attendance sheets
  • Monitor the signatures of Households on the awareness campaigns and distribution of water efficient fixtures.
    • o Reporting and documentation
  • Ensure proper filing of attendance sheets and project documents;
  • Follow up on all paper work and reporting needed from the field;
  • Conduct phone calls and follow up with beneficiaries;   
  • Collect case studies and success stories according to ACTED guidelines.
    • o Accountability to Communities and Beneficiaries

The Outreach Assistant is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED staff member.

    • o Knowledge, skills
  • University degree in a relevant field such as International Development, Business, Education, or Social work.
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail;
  • Excellent interpersonal and problem-solving skills, creativity and flexibility;
  • INGO and/or UN experience in similar position preferred;
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well;
  • Experience in working in the WASH sector;
  • Experience in working in a cash for work employment program;
  • Experience delivering trainings and curriculums.
