ACTED is the lead organization in a four-partner MADAD-funded consortium (AUB NGOi, DOT, and ESA Business School), implementing livelihood activities in Lebanon to support building a favourable environment for inclusive and sustainable growth in Lebanon by fostering the involvement of CSOs, MSMEs/Start-ups as development actors.
Under the supervision of the Consortium Coordinator, the Partnership Project Manager is responsible for the follow-up, support and training of project sub-partners and associates, as well as civil society organizations involved within the project. Support and training will focus on matters of grants management, administration, finance and compliance, offering day to day mentorship and coaching in the above subjects to partnersCSO’s and MSMEs. Furthermore, this staff will regular monitor and report on the progress of such partners and stakeholders internally, as well as supporting with reporting requirements to the donor.
Functions and Responsibilities
Administrative and grants management to Project sub-partners and associates:
Support in the drafting and management of grants, contracts and MoU’s relating to pre-identified project sub-partners and associates
Act as focal point to project sub-partners and associates on any administrative and compliance related matter, offering support and guidance as needed, and flagging any concerns or risk to the Consortium Coordinator
Support and Guide local Youth-led CSOs and MSMEs/Start-ups in development and implementation of Grassroot projects:
Adapt ACTED and partner templates to fit for the use for Youth-led CSOs and MSMEs/Start-ups in consultation with the compliance manager
Follow up on the compliance process at sub grantees level by ensuring regular and proper documentation of the sub grantees expenses
Support and guide Youth-led CSOs and MSMEs/Start-ups that receive financial support, to ensure the projects they implement are in line with all guidelines and ensure Youth-led CSOs and MSMEs/Start-ups understand ACTED, partners and donor’s requirements for each specific sub-grant through training and coaching
Ensure day-to-day mentorship of Youth-led CSOs and MSMEs/Start-ups partner, and meeting regularly with each based on an agreed upon schedule.
Coach and mentor Youth-led CSOs and MSMEs/Start-ups with the support of AUB NGOi and ESA partners to put in place financial/administrative/governance policies and processes that are lacking as per due diligence, including providing templates and guidance notes
Provide timely quality control on the sub-grantees documentation, creating needed checklist and maintaining appropriate level of follow up to ensure improvement
Ensure that the reporting guidelines, formats, and deadlines for each sub-grant is communicated clearly, and followed up on to ensure strict compliance and adherence.
Maintain sub grantees files and records and ensure proper filing and archiving of sub grantees documentation
Ensure proper transfer of sub grantees supporting documents to the finance department
Training to partners and Youth-led CSOs and MSMEs/Start-ups:
Prepare needed trainings about ACTED and partner guidelines, grants management and other topics to partners and Youth-led CSOs and MSMEs/Start-ups in coordination with the compliance manager, work on a creative and interactive content
Deliver training to partners and Youth-led CSOs and MSMEs/Start-ups and ensure proper understanding of the policies and procedures of ACTED and the back donor it relevant
Provide training to partners and Youth-led CSOs and MSMEs/Start-ups on reporting, both narrative and financial
Develop and provide training in grant development and management to project stakeholders to help secure financing, to notably ensure the sustainability of the action.
Reporting:
Prepare monthly reports detailing the review progress of each project partner, associate and Youth-led CSOs and MSMEs/Start-ups, and any challenges faced, sharing to the Consortium Coordinator, and relevant partners
Support the Consortium Coordinator, and the Project Development and Finance departments with contractual donor reporting requirements.
Support in the monthly review of the project budget, including forecast update and budget follow up.
Support the Cross-Sectoral Projects Coordinator in the monthly review and updates of the project management framework.
Required professional qualities and skills:
University degree in Administration, Business, Finance
At least 2-4 years of previous experience working in a similar role, ideally with an NGO/INGO
Strong writing and analytical skills and the ability to present information clearly and concisely to different audiences;
Previous experience in mentoring/coaching, and in the delivery of training and capacity building
Knowledge of and experience with project compliance, monitoring and evaluation, specifically documentation.
Interest and knowledge in humanitarian and/or development fields
Demonstrated experience in working with Civil Society Organisations
Excellent writing and speaking skills in English and Arabic
Demonstrated ability to work with minimum supervision, be dynamic, proactive and creative; and have clear eye for detail
Impartiality, objectivity and the adherence to the humanitarian principles are imperative
