REACH Field Officer (Lebanese candidates Only)

MISSION

Under the supervision of the REACH Field Manager, the Field Officer is responsible for the coordination,

management, and quality implementation of the WASH assessment activities across assigned

governorates. This includes overseeing key informant interviews, household surveys, and structured

WASH site observations, ensuring high data quality and timely execution in accordance with the project

methodology and timelines.

OBJECTIVES

1. Under the supervision of the Field Manager and in close coordination with Acted Direction and

security department, secure and maintain access to all target areas.

2. Ensure the implementation of data collection activities in line with the sampling strategy and

security plan, in coordination with the RM, and project SAO.

3. Lead and supervise enumerator teams to ensure accurate and timely data collection.

4. In coordination with the Field Manager (FM), the Field Officer (FO) will support the logistics,

human resources, and administrative needs required for smooth implementation in rural and

semi-urban contexts. The FO will support the FM with the following:

1) Coordinating with relevant ACTED departments,

2) Liaising with the Research Manager and Senior Assessment Officer

3) Overseeing the organization of all FLATS-related aspects.

The FOs will provide necessary field-level support and ensure implementation following the

guidance and direction set by the FM.

FUNCTIONS

1. Assessment Preparation and Training

· Conduct access mapping and pre-visits to Informal Tented Settlements (ITSs) in collaboration with

ACTED Security and local stakeholders.

· Coordinate community entry and secure permissions from local authorities and ITS leaders.

· Support the recruitment and training of local enumerators, ensuring familiarity with tools,

methodologies, and WASH concepts.

· Prepare and distribute ACTED ID cards, attendance sheets, and visibility documents to field staff.

2. Data Collection in the field

· Supervise and accompany enumerator teams to ensure accurate and respectful data collection,

including:

o ITS-level Key Informant Interviews

o Site-level WASH Observations

· Household Surveys Address logistical, technical, or ethical issues during data collection.

· Conduct daily briefings and debriefings with field teams to evaluate progress and ensure consistency.

· Communicate delays or access challenges to the Field Manager and suggest mitigation solutions.

· Ensure the proper use and maintenance of mobile data collection devices. 3. Data Validation and Data cleaning · Download all incoming data at the end of each data collection day.

· Spot-check for accuracy at the end of each day; question team leaders about any inaccuracies observed and review daily team debriefs.

· Perform data cleaning in coordination with the research team at the end of each assessment day.

· Oversee the secure transfer of data and uphold data protection standards.

4. Safety and Security

· Follow ACTED safety and security protocols and norms inside the country.

· Follow ACTED code of conduct in country.

· Report any incidents or potential risks immediately as per Acted security tree.

Ensure that data collected is removed from paper or smartphone platforms once the data has been transferred to the REACH assessment staff and once the SAO or RM gives its green light to do so.

· Ensure the privacy and security of the information collected in the field.

· Protection Mainstreaming

· Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, ACTED staff, partner agencies, casual laborers etc.).

TECHNICAL REQUIREMENTS

- At least 2–3 years of experience in humanitarian or development fieldwork, preferably related to

WASH or refugee contexts.

- Bachelor’s degree in public health, Environmental Studies, Social Science, Development Studies, or

related field.

- Experience supervising data collection teams and casual workers.

- Strong knowledge of digital data collection tools (Kobo Toolbox, ODK)

- Strong abilities coordinating and implementing FLATS-related processes

- Familiarity with WASH assessments, household surveys, and observation tools

- Fluency in Arabic and working proficiency in English

- Valid driver’s license and willingness to travel extensively in the field
