Assignment
Under the supervision of the Project Manager (WASH CFW), the Senior Engineer (CFW) is responsible for the selection, training and supervision of the cash for work beneficiaries in ACTED’s UNDP funded rainwater harvesting and water efficiency program. Specifically, the Senior Engineer will be responsible for the 185 cash for work beneficiaries who be trained to assess, design and construct rainwater harvesting systems. The success of this project is reliant on on-going coordination and follow up with communities and local authorities, and as such the Senior Engineer will be based predominantly in the field.
- Background
ACTED is an International Non-Governmental Organization registered in France with global operations in Central and South Asia, Europe, Middle-East and Africa. ACTED has been active in Lebanon since 2006 operating mainly in the North and Beirut and Mount Lebanon governorates of Lebanon. ACTED has been implementing cash for work in projects across different sectors such as WASH and Shelter, women’s empowerment and agriculture. With funding from UNDP, ACTED will be implementing a cash for work program to improve the water conservation environment and alleviate the negative impacts of the socio-economic (and COVID-19) crisis on vulnerable people in Lebanon. This will be achieved specifically through the installation of rainwater harvesting (RWH) and water saving measures across the country targeting vulnerable and water-stressed communities. Moreover, 500 Syrian and Lebanese labourers (60% women) will be trained and employed throughout the program for the installation of the RWH systems and water saving fixtures.
- Functions
The Senior Engineer shall be responsible for:
- o Project Implementation
- Selection of cash for work beneficiaries for the program in line with Project beneficiary selection tools and methodology
- Under supervision of Project Manager, daily coordination with government stakeholders (Ministry of Higher Education and Education and/or Ministry of Social Affairs) and the Trainer (Engineer) to ensure implementation of quality technical training for beneficiaries
- In line project strategy, ensure community stakeholders are aware of project and selection criteria (municipality meetings, community meetings, offline and online media, etc)
- Selection of beneficiaries and sites for assessment and design of rainwater harvesting systems in line with Project site selection strategy, and production of site selection reports
- Daily management of cash for work beneficiaries, including reporting on hours completed, setting and communicating schedules, ensuring materials/supplies are available.
- Daily reporting of cash for work beneficiaries to be shared with PM, Database and finance teams
- In line with the Project Communications Plan and in coordination with the ACTED Communications Officer, ensure the generation of regular, relevant and high quality communications content (videos, social media, articles, beneficiary stories, etc.)
- Ensure visibility of project in line with donor regulations (including uniforms for beneficiaries)
- Ensure safety on site in line with project safety guidelines
- Ensure beneficiaries are aware of and can access ACTED accountability tools
- Development of minutes of meeting and daily and weekly reports as requested by Project Manager
- As requested by PM, work closely with M&E department for cash for work related assessments, evaluations and donor reporting
- Technical Expertise
- Develop list of materials for rainwater harvesting systems and water efficient fixture framework supplies contract, and oversee delivery of materials to site and stock reception reports
- Support in the production of technical training material for beneficiaries, and adaptation as required throughout program implementation
- Support technical trainer in delivering high quality training for beneficiaries
- Support and oversee cash for work beneficiaries in the assessment, design and construction of cost-efficient rainwater harvesting systems in line with UNDP Rainwater Harvesting Guidelines
- Approve final bill of quantities and designs prepared for rainwater harvesting systems
- Production of site reports per RWH system, with photos during and post construction of works
- Ensure signature of handover documentation with final beneficiaries, and joint production of Operation and Maintenance Plans
- In coordination with PM, regular adaptation of program activities in line with ongoing MEAL findings
- Coordination and external representation
- Attending regional level coordination meetings and working groups as requested; Take leadership positions when appropriate;
- Under supervision of Project Manager, liaise with all internal and external counterparts, ensuring coordination with municipalities and with Al Ostuan River Basin activities
- Bilateral coordination with INGOs, LNGOs, CBOs and other relevant stakeholders to avoid duplication and collect information on gaps and needs;
- Coordination with SDCs, local authorities and relevant Governmental departments;
- Upon request, meet and represent ACTED at Donor meetings.
- o Accountability to Communities and Beneficiaries
The Senior Engineer is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every ACTED staff member.
- Knowledge, skills
- University degree in Civil Engineering or any other relevant field for the position.
- 3-5 years of experience in similar position and specifically in cash for work in Lebanon with an INGO and/or UN agency;
- Experience in interacting with governmental authorities;
- Fluent in Arabic, with excellent written and verbal English skills and the ability to work in an international context.
- Experience in producing content and delivering training and/or workshops
- Excellent interpersonal skills and external relations;
- Excellent organizational skills and attention to detail;
- Independent, adaptable, flexible and hardworking;
- Strong humanitarian motivation and understanding of international assistance.
- Proven experience in dealing with local and Governmental stakeholders;
- Prior experience using basic computer software required, notably in word and excel;
- Previous experience working with a variety of stakeholders in humanitarian or development aid.
