The Senior Field Officer is responsible for supporting the Area Coordinator to develop, implement, and monitor all of ACTED’s projects in Akkar District. These projects specifically focus on the rehabilitation of schools, and improving services for local communities through infrastructure development. He/she coordinates a team of Field Officers within the designated area of intervention to ensure timely development and implementation of these projects.
Functions
The Senior Field Officer’s role is to support the development and implementation of ACTED’s school rehabilitations and Community Support Projects (CSPs) in Akkar district. The Senior Field Officer will liaise with local authorities, NGOs, and community stakeholders to identify and develop appropriate projects, in line with CSP guidelines and set priorities. Once projects have been identified, the Senior Field Officer will coordinate with the Area Coordinator, Logistics Department, and Engineers to make the necessary implementation arrangements, such as designing BoQs and procurement. The Senior Field Officer will then manage the field officers to ensure the effective implementation of projects, including site visits and facilitating community engagement, and providing regular progress reports to the Area Coordinator.
Under the supervision of the Area Coordinator, the Senior Field Officer will be responsible for:
Liaising with local authorities, NGOs, community-based organisations, schools and other relevant stakeholders to identify potential school rehabilitation projects and CSPs.
Coordinating with the Area Coordinator, Logistics, and Program Teams to develop identified projects. This includes, but is not limited to, conducting field-based and desk-based research, the creation of BoQs, and facilitating procurement.
Developing visibility and communication plans to promote the engagement of the local community and ensure ownership over identified projects.
Overseeing the implementation of projects, including regular site visits and communication with contractors, to identify potential risks to the timely completion of identified projects.
Developing and compiling all relevant project documentation, including MoUs and project completion certificates
Managing and coordinating Field Officers.
Informing relevant ACTED focal points of any security threats or incidents in the field
Required personal qualities
The Senior Field Officer will be appraised on his/her demonstration of the qualities and competencies listed below as well as from carrying out of the duties in the previous section.
Diplomacy is required for all interactions with both project beneficiaries, local communities and authorities, and other project stakeholders;
Impartiality, objectivity and confidentiality are imperative; without prior authorization of the Area Coordinator, reports and project documents should not be shared within or outside ACTED.
Strong experience communicating with local authorities and community stakeholders.
Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently.
Understanding of the context of Akkar in terms of humanitarian and development-related needs and priorities.
Experience in supervision/management of staff.
Strong enthusiasm and ability for field travel, which may include overnight stays, in order to collect information for reports and project proposals.
Fluency in Arabic and English is required.
Good organizational and communication skills with international and national staff and rural communities are essential.
Strong writing skills
Proficiency with Microsoft Excel and Word Software
