JOB DESCRIPTION
I. Overall Objective of the Position
The Shelter engineer is responsible to oversee implementation of the project in the field.
Duties and Responsibilities include:
To assist in supervising, monitoring and implementation of the Shelter project in the area of intervention;
To ensure the quality of implementation of the project as per the programs standards guidance and based on the plan/proposal;
To assist with planning of project activities under the supervision of the Program Manager;
To manage and oversee the field officer and daily laborers achievements and provide them technical instructions;
To monitor and supervise the contractor works and activities as per the agreement or signed contract with ACTED;
To assess the activities undertaken and ensure efficient use of resources in close collaboration with the Program Manager;
Technical support for implementation of Shelter projects (including: draft BoQs, sketches, implementation plan;
Report biweekly project progress report within (Program Management Framework);
To ensure staff safety and security in the field (particularly workers, foremen, field officers, etc.)
II. Qualifications Required
Educational background in civil engineering ideally with a focus on residential construction;
Extensive experience in managing and implementing building construction or renovation/rehabilitation projects;
Ability to coordinate and manage staff and project activities;
Familiarity with the aid system, and understanding of governmental requirements;
Strong organizational and supervisory skills;
Demonstrate strong inter-personal skills;
Ability to travel and work under difficult conditions and to meet deadlines under pressure;
Highly motivated and with a desire to work with local communities;
Ability to work with culturally diverse groups of people;
Excellent spoken and written English;
Spoken Arabic is required. Spoken French is an asset.
Working knowledge of computers using MS Word and Excel among other packages. Communicate effectively on email and use of internet.
Being a strong team player and adept at creating a strong team spirit;
Ability to make some appropriate decisions and to refer to the program manager whenever it is needed
