ABOUT ACTION AGAINST HUNGER

Action Against Hunger (AAH) is a global humanitarian organization that takes decisive action against the causes and effects of hunger. We save the lives of malnourished children. We ensure families can access clean water, food, training, and healthcare. We enable entire communities to be free from hunger. We are present in Lebanon since 2006 implementing projects in the following sectors: Water, Sanitation and Hygiene; Nutrition and Mental Health; Food Security and short-term Livelihoods such as Cash for Work and Income Generation Activities.

BACKGROUND

The current worsening multi-crisis in Lebanon that is deteriorating the country is having a dramatic impact on both host and refugee communities. On one hand, the Syrian refugee population living in Lebanon is increasingly dependent on humanitarian aid and has very limited access to self-sufficient income generation opportunities. Livelihoods and employability have become structural issues, especially in vulnerable areas due to a lack of defined legal status and the restrictions imposed by the government on access to livelihood opportunities.

On the other hand, the Lebanese society is suffering from the increased pressure on public services and the reduction of opportunities in the job market. Host communities and micro/small businesses are not receiving the necessary support from the public sector, already stretched before the crisis. Demand for public services such as electricity, water, fuel and sewage has multiplied and reached a point beyond the capacity of the limited available resources; unemployment is further exacerbated, and the country’s existing social and economic infrastructure are challenged.

Taking these factors into consideration, Action Against Hunger Lebanon, under the project “Livelihoods’ promotion and economic engagement for Syrian refugees and host population in vulnerable communities in the Bekaa and South Lebanon” kindly funded by the German Cooperation through KfW Development Bank, aims to reduce short-term needs of the most vulnerable population and to enhance community assets for strengthening livelihoods and resilience through a participatory community based approach, with the engagement of vulnerable Syrian refugees and Lebanese citizens. The project contributes to the livelihoods of the host population and refugee communities in vulnerable areas, improving their socio-economic conditions through labour intensive work while supporting the development of the agriculture sector and environmental services in the Bekaa and South Lebanon.

PURPOSE OF THE SERVICE:

This assignment will be divided in two main audio-visual products that will cover two key aspects of the assistance provided.

  1. The aim is, on one hand, to showcase the results and benefits for the community of the soft component of this project focused on raising awareness about solid waste management and preservation of the environment at a household level, extrapolating its positive impact by reaching a wider audience on social media through a short video (ca. 2 minutes) to inform about environmental best practices that everyone can apply in their daily life.
  1. A. On the other hand, a different and more elaborated video (ca. 20 minutes) will be produced to promote the different positive outcomes of this approach such as employability, preservation of the public spaces and the environment, and social cohesion.

Thus, this small documentary will be composed of 2 different narratives and locations shown parallelly:

  • One story from South Lebanon focusing on the social cohesion arisen from the labour work activity in public spaces—such as gardens, parks, roads, etc.—between Syrian refugee and Lebanese participants including the feedback of the activity from the residents living in the targeted areas in South Lebanon.
  • One story from the Bekaa documenting all the process from the needs assessment and registering to the final results of the project and its impact on the specific subject and their relatives.
  • A trailer of the documentary for social media should also be produced (ca. 2 minutes).

SCOPE OF THE WORK:

Under the supervision of the Advocacy and Communication team, the specific roles and responsibilities are:

  • Production of a social media video (I) including: a detailed script/storyboard, interviews, videography, lighting, editing, audio balancing, subtitling, format exporting, archiving RAW and edited work, etc., and all relevant formats with the right specifications for each platform.
  • Production of a short documentary (II A & B) including: a detailed script/storyboard, interviews, videography, lighting, editing, audio balancing, subtitling, format exporting, archiving RAW and edited work, etc. as well as a trailer to be published on social media exported in all relevant formats with the right specifications for each platform.
  • The use of the contractor/s’ own HD/4K quality equipment, accessories, and editing software.
  • A recorded and edited narration/voice over if needed.
  • Translation & Embedded subtitles for the videos as per need.
  • Audio balance of the final products and conversion into formats for use on different social media channels.
  • Locations clearly identified by name and age of interviewees, and any other relevant details.
  • Inclusion of appropriate Action Against Hunger branding, donor’s branding and crediting of Action Against Hunger ownership for the produced videos.
  • Edited outputs archived in a USB drive. 

All videos produced must be of the highest quality to adequately represent the organization.

DELIVERABLES AND DELIVERY DATES:

Production of 1 social media video that will involve, but will not be limited to:

  • Briefing & debriefing meetings with Advocacy/Communication team
  • Drafting of a script/storyboard based on the original idea in coordination with the Advocacy and Communication team
  • Development of the detailed scenarios of the videos under AAH Lebanon’s approval
  • Video production
  • English/Arabic subtitles on an as needed basis
  • Postproduction (assembly, sound, processing, etc.)
  • Delivery of the final version of the video in different formats:
  1. HD/4K clean version
  2. HD/4K version with English subtitles (and Arabic subtitles if needed)
  3. Twitter
  4. Facebook
  5. Instagram
  6. LinkedIn
  • Delivery of b-roll content and photo documentation
  • Delivery of the final product both online and in a USB drive

Production of 1 short documentary that will involve, but will not be limited to:

TECHNICAL REQUIREMENTS:

  • Resolution: 16:9, HD 1080 25p/1080 29.97/30p or 4K + Different social media requirements.
  • Duration: a maximum of 20 minutes for the documentary and maximum of 2 minutes for the social media videos.
  • The expected results must follow Action Against Hunger’s branding guidelines (titles, typography, colours, etc.) and respect donor’s branding guidelines.
  • Framing: different visual perspectives such as establishing shots, portrait, medium and close-up shots as defined in the script.

REPORTING REQUERIMENTS

The contractor/s will report to the Advocacy Coordinator and work closely with the Communication officer, who will regularly communicate with the contractor/s and provide feedback and guidance on their performance and all other necessary support so to achieve objectives of the assignment, as well as remain aware of any upcoming issues related to contractor/s’ performance and quality of work. All activities and deliverables undertaken by the contractor/s shall be discussed and planned in consultation with AAH Lebanon

PERFORMANCE INDICATORS FOR EVALUATION OF RESULTS

The evaluation of the contractor/s’ performance will be based on:

  • Completion of tasks specified in the ToR.
  • Compliance with the established deadlines for submission of deliverables.
  • Quality of work.
  • Demonstration of high standards of work with Action Against Hunger.

QUALIFICATIONS AND EXPERIENCE

The contractor/s are expected to possess the following qualifications:

  • At least five years of experience in high level videography/video editing
  • Strong theoretical and practical background in videography, including possession and ability to use the most current version of HD cameras, sound and lighting equipment, and most recent editing software.
  • Demonstrated experience of conception, production and editing of mini-video documentaries and Public Service Announcements (PSAs).
  • Languages: fluency in both Arabic and English
  • The contractor/s must be based in Lebanon.
  • Experience covering development subjects will be an asset.
  • Experience with other NGOs will be an asset.

TECHNICAL AND FINANCIAL PROPOSAL

Interested individuals will submit a Technical and Financial Proposal, with description of their experience, as well as a portfolio/reel of previous works.

The technical proposal should include, but not be limited to, the following:

  • Short profile including CV, diploma of videography-related studies, references.
  • Detailed individual portfolio (reel and weblinks to produced videos) showcasing range of work (PSAs, films, commercials, documentaries, etc.).
  • Production capabilities: quality video production, including related hardware/software.

The financial proposal shall specify all-inclusive fee per video product, which should include filming charges, transportation & accommodation expenses, postproduction, as well as crediting, translation, subtitling and voiceover (if needed).

The Financial Proposal should be DETAILED and submitted in dollars.

If not included in the ToR, AAH Lebanon will no reimburse costs not directly related to the assignment. This contract does not allow payment of off-hours, medical insurance, taxes, and sick leaves
