Background
Action Against Hunger (AAH) is a global humanitarian organization committed to ending world hunger. In Lebanon, Action Against Hunger has been active since 2006, operating mainly in the South, Beqaa, and Beirut.
Objective
Action Against Hunger is implementing a national level three-year EU-MADAD funded program within HawkaMaa-EU consortium consisted of multiple NGO partners (ACTED, WW-GVC, Solidarites International, LebRelief, and others) and government stakeholders (Ministries, four Regional Water Establishments) to improve water service delivery and governance in Lebanon. Within this program, partners are supporting all four Water Establishments to improve service delivery by providing capacity building, staff, equipment, supplies, and works under the Establishment-Led Service Improvement and Cost Recovery (ELSICR) Modality.
Within this framework, Action Against Hunger seeks to hire a contractor for hydraulic supplies for EL-SICR implementation in Qennarit village in coordination with South Lebanon Water Establishment and Saida Local Office. This project aims to improve the water service in the village through rehabilitating the water infrastructure and managing the distribution networks.
The contractor will be responsible for:
- Supply and transport the requested materials to South Lebanon Water Establishment (SLWE)– Saida Local Office within the estimated time.
- Abiding by the specifications and shop drawings submitted by Action Against Hunger.
- Sending the data sheets for the materials for prior approval by Action Against Hunger and SLWE according to the attached specifications and shop drawings.
- Replacing any rejected materials that don’t follow the specifications.
- Respecting the delivery time set by Action Against Hunger engineer.
- Transporting the sand powder for bedding to Qennarit village on the agreed time.
- Guarantee the materials upon the installation.
Location:
South Lebanon Water Establishment- Saida Local Office and Qennarit Village.
Duration:
- Starting Date: Upon signature of the contract/Purchase Order (expected end of November 2022)
- End date: Upon completion of the delivery (by mid-December 2022)

Estimated workplan for the service:Below are the projected timeframes based on Action Against Hunger judgment of the proposed work activities and the duration of the project. Vendors are encouraged to share their detailed timeframe as part of their technical offers. The submitted timeframe will not be considered for the implementation unless approved officially by Action Against Hunger team.
Selection Criteria
The selection of the firm will have in consideration the following points:
- Qualification and General experience: 10%
- Project Related Experience: 15%
- Technical quality of the offer – (materials): 25%
- Financial offer 50%
A Contractor Selection Committee (CSC) will evaluate technical and financial proposals according to the requirements and criteria defined above. Evaluators will first independently assess whether the technical proposals comply with submission requirements and will then evaluate each proposal. The CSC will be composed of a minimum of 3 staff from Action Against Hunger.
Role and Responsibility of the ContractorThe Contractor is obliged to:
- Report any incident or delay to Action Against Hunger engineer during the activity process.
- Commit to provide the supplies as specified in BoQ and design and not to change any specifications of the items without the written consent of Action Against Hunger.
- Guarantee the full delivery of materials on time or, if there should be any remaining activities, the contractor will be responsible for submitting detailed justification, acquiring Action Against Hunger’s approval, and finalizing the remaining items.
- Guarantee the delivery of materials without any deformation or damage during the transportation or carrying of the items.
- To abide by all rules and regulations of Action Against Hunger particularly the ones related to safety and security.
Action Against Hunger is obliged to:
- Provide on time all the necessary documentation, information, and contacts for the accomplishment of the service (Specs, BoQ , shop drawings).
- Provide the Contractor with the exact locations of the materials to be delivered to.
- Liaise with SLWE and Qennarit Mayor. The Contractor is not expected to initiate or participate in municipalities' meetings without the presence and authorization of Action Against Hunger.
- Review and validate the work plan proposed by the Contractor.
- Provide any further technical specifications for the adequate performance of the work.
- Ensure proper monitoring by assigning a Site Civil Engineer from Action Against Hunger who will be present in the site and to provide the Contractor with technical advice during the delivery process.
- Organize weekly management meetings with the Contractor to verify supply progress.
- To pay the Contractor according to the Terms of Payments agreed in the Contract.
- Final approval of the completion of the supplies and handover to the SLWE.
- Prepare the quality check template to be signed by SLWE.
