Accountability Officer


POSITION GENERAL OBJECTIVE

Accountability is enabling people to be heard and responding accordingly; it requires us to understand the needs of the people we serve.

The Accountability and Gender Officer is responsible for ensuring that the accountability framework established at AAH Lebanon is being implemented across programs, especially in regards to information sharing, beneficiaries’ participation and complaints and response mechanism.

The Accountability and Gender Officer will also support the rolling out of the gender strategy established in the mission, ensuring with the different departments that the Gender Minimum Standards are attained and that gender in mainstreamed in all interventions.

A final responsibility will be to support the MEAL Coordinator in validating and organizing documents across MEAL and Technical teams.

KEY ACTIVITIES

Objective 1: Support implementation and monitoring of Accountability framework throughout the mission   (25%) 

Tasks 

Roll out the accountability framework for the mission in line with the guidelines and protocols that have been developed

Follow up the implementation with the different departments

Conduct field visits to ensure participation of beneficiaries and other stakeholders

Suport base staff in applying the Accountability Framework within their roles

Objective 2: Manage the FBM in the ACF Lebanon Mission, process and report quarterly on Feedback / Complaints Received, ensuring integration of the different feedback/ complaint mechanisms (20%)

Tasks

Review any feedback / complaints received by the mission ensuring appropriate follow up 

Ensure adequate management of the centralized feedback / complaints database in Coordination office

Prepare quarterly and annual reports for submission to the Country Director and HQ Ethics committee

Harmonise the monthly Base hotline reports

Support the adequate management of the hotline SW and database 

Participate in any communication of the FBM and hotline to beneficiaries and other stakeholders

Prepare and oversee complaint inquiries as needed

Objective 3: Conduct trainings related to the position (10%) 

Tasks

Regularly train ACF staff at Base level to raise awareness regarding the Feedback Mechanism

Prepare training material if needed

Objective 4: Archiving MEAL Documentation (25%)

 Compile MEAL reports, datasets, and assessment tools in centralized location

 Develop comprehensive lists of lessons learned

 Combine datasets as needed for data analysis

 Update internal documents with latest findings as appropriate

Objective 5: Analyze MEAL information and write monitoring reports (15%)

 Sytematically review data consistency in compliance with data protection laws

 Provide MEAL coordinator with weekly reports regarding the feedback/complaints including data from the bases

Support MEAL Coordinator with preparation of quarterly reports

Gap detection and analysis

Report possible problems or conflict during the activities

Objective 6 : Security (5%) 

Tasks

Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

Communicate to the security managers of the working location any security related information or noncompliance with the security plan

KNOWLEDGE AND EXPERIENCE REQUIRED:

Training/ Education:

Bachelor Degree in social science or any other related field.

Technical specific knowledge:

Data entry and analysis

Elaboration of training material

Conducting training sessions

Reporting

Previous experience:

Work experience of minimum of  2 year in a similar position with NGO

Humanitarian sector knowledge:

Mandatory

Action Against the Hunger knowledge:

A plus

Languages:

Fluent oral English (and proficient on written English)

Arabic

IT and specific systems:

Able to work under Windows OS.

Proficiency on the basic office tools (at least Word and Excel)

Knowledge on databases and mobile data collection systems (ODK, GRASP) would be desirable.

Knowledge on analysis and data visualization software (R, Arc GIS, Atlas.ti, PowerBI) would be desirable

REMUNERATION PACKAGE:

We offer immediate incorporation to a dynamic international network with the following remuneration package:

Based in: Beirut

Area: OPE

Formal work contract: 5 months

Salary: from 1453 USD to 1720 USD  gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.

LBP 8,000 daily transportation allowance on working days

Social security registration and NSSF family allowance if eligible
