Base Monitoring & Evaluation Manager

The Base Monitoring and Evaluation Manager is responsible the overall day to day management of the M&E team in coordination with the M&E Manager. The Base M&E Manager will regularly travel between the two offices of the South Base in order to ensure properly implementation of the monitoring and evaluation activities, monitor staff in the field, and oversee their day to day activities. Objective 1: Support the rolling out of monitoring tools for ACF activities in the south - Train M&E officers on new tools developed and support their continuous capacity development -Support M&E Manager and Data Manager in standardizing of questionnaires and assessments (Excel, ODK, etc.) -Monitor M&E Officers to ensure quality of implementation of the tools (interviewing techniques, following of methodology, utilization of data collection tools) Objective 2: Support coordination of ACF’s M&E team in the south -Define the monthly planning of the team in coordination with M&E Manager - Assign the weekly work plans and transportation needs for the teams in Sour and Saida in consultation with the M&E Manager - Quality control on the field teams performance in the field on a weekly basis - Support M&E Manager in the preparation and conducting of other assessments (rapid, multisectorial) that might be demanded Objective 3: Analyze the information and write monitoring report. - Systematically review data consistency after the field visits - Ensure that database is regularly updated and easily consultable/searchable - Qualitative, quantitative and support statistical analysis of the gathered data - Gap detection and analysis - Write regular M&E and impact assessment reports Objective 4: Reporting -Report the progress of the work to M&E Manager and materials used -Report possible problem or conflict during the activities -Report weekly activities and transportation needs. -Contribute to Projects and beneficiaries data collection and reporting -Regular reporting to M&E Manager, and /or Head of project. Specific Duties and Responsibility : - Bachelor Degree in Computer Science or any other related field - Minimum Three years of experience in a related fieldwork. Work experience of minimum of 2 year in a similar position with NGO. - Experience in data analysis, reporting, monitoring and assessment. Experience in a similar position. - Initiative, organize, availability/learning capacity - Ability to work and motivate a team, - Interpersonal qualities and diplomacy –organized and rigorous - Very good computer skills (Word, Excel) - Fluency in written and spoken English and Arabic is a must.
