Environmental Field Officer

The Environmental Officer will be responsible of daily implementation of ACF FSL department’s livelihoods activities in the South, especially focusing on the Solid Waste Management components, under supervision of the Environmental Supervisor. The Environmental Officer will be tasked to implement field activities and supervise project activity work sites and beneficiaries. Any problems encountered during the implementation are referred to the Environmental Supervisor.  

Objective 1: Providing technical environmental assistance to the project

(40 %)

  • Support the development a tailored capacity building package on solid waste management for the staff and beneficiaries of the project and staff of the targeted municipalities and to actively be engaged in the process
  • Support the technical senior staff in developing the waste management plan of the targeted solid waste sorting facilities
  • Planning for daily fieldwork related to the supervision of beneficiaries working in the solid waste sorting facilities 
  • Support development and planning for the awareness sessions to be conducted at community level, informal settlements, shelters and schools
  • To conduct livelihood activities in the field under the guidance of the Supervisor (input, distribution, trainings, set up, maintenance, monitoring, reporting, etc.)
  • To conduct technical assessment for identifying the need of the targeted sorting facility 
  • To plan for the operation activities in the targeted sorting facilities in South Lebanon along with tailored awareness campaign in the targeted villages
  • To provide the FSL deputy PM and FSL PM with technical input in the design of other environmental related trainings and activities and actively engage in their implementation
  • To support Environmental Supervisor to ensure proper coordination with municipalities in regard of the collection and transportation of the solid waste collected in the cleaning activities
  • Ensure the timely implementation of field works as per the predefined schedule 
  • Inform and document the anomalies and the challenges carried out during the implementation phase of the program.
  • To actively support ACF’s implementing partner in conducting their environmental
  • activities in the area

Objective 2: provide technical support for the Livelihood activities (10% )

  • To support the implementation of food security and livelihoods activities of the project upon the request of Environmental Officer
  • To actively support ACF’s implementing partner in conducting their livelihoods activities in the area
  • To carry out assessments for beneficiary selection and other assessments related to the
  • FSL Department
  • To organize community meetings, focus group discussions, Key Informant Interview and assessments to identify the needs of the host and refugee populations upon the request of Environmnetal Officer, HoP, and PM

Objective 3 - Stakeholder coordinators (20%)

  • Coordination in the field with the local partners on best implementation including participants, and communities affected by the project activities.
  • Field coordination with local authorities and ensuring continuous communication with beneficiaries and communities’ representatives regarding the implementation of works and in order to ensure a flawless progress of activities.
  • Support in building relationships between Action Against Hunger, local authorities, municipalities and communities.

Objective 4: Finance and Administration (15 %)

  • Support the FSL Deputy PM in the organization of day-to-day logistics, and administration activities
  • Support the management of all related environmental activities equipment and materials in close consultation with the FSL Deputy PM. Maintain and ensure proper Project asset register.

Objective 5: To support other humanitarian activities of ACF upon the request of the PM (5%)

  • Support the emergency interventions of the organization as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work

Objective 6: Reporting (10 %)

  • Support the Environmental Supervisor prepare regular reports on the progress of the environmental activities for the assigned sites.
  • Inform and report the anomalies and the challenges carried out during the implementation phase of the program
  • File, document and report work progress to the line manager on weekly basis
  • Regular reporting of work progress to the Supervisor and Head of Project.
  • Report possible problems or conflicts during the activities.
  • Report the use of materials and possible improvement.

Objective 7: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Requirements:

  • Bachelor’s Degree in Environmental science and International development. Solid Waste Management education is highly desirable.
  • Excellent knowledge of environmental sector in Lebanon, including solid waste management experience
  • skills/knowledge in participatory approaches, analytical and gender – fair thinking and writing
  • Technical knowledge in implementing solid waste management activities
  • 1-2 years’ experience in designing and implementing environmental activities, in particular solid waste management in development and/or humanitarian projects in the NGO/INGO sector
