Field Officer (Emergency Cash Assistance, Food Security and Livelihoods & Nutrition)

  • Implement the daily field activities for the project under the supervision of the Supervisor and the Head of Project and deliver objectives and tasks on-time and to a high quality
  • Work with the team in a highly efficient manner, prioritizing needs and targets, and reporting in a clear and concise manner on the progress of these
  • Provide support to the project teams for the assessment of specific needs and related response activities.
  • Oversee and be responsible for the delivery of assistance at the individual and community level, coordinating with other field teams as needed, and ensuring progress towards common goals. 

Key activities in your role will include

Objective 1 : Multi-sectorial assessment at household level (40%)

1 Conduct assessment to identify specific needs of women, men, boys and girls affected by the Beirut blast 

2 Support regular data entry and data cleaning 

3 Identify high-risk cases and refer to Action Against Hunger or relevant specialized actor for immediate assistance

4 Apply a protection lens throughout the process in order to detect protection needs and refer to the appropriate actor (either within ACF or external referral) 

5 Communicate and coordinate with communities, municipality focal points, and other relevant field level actors on the daily implementation of tasks. 

Objective 2 : Delivery of cash assistance (40 %)

1 Work with the supervisor and team member to identify households eligible for the different cash modalities (ECA, MPCA, Cash for Rent)

2 Follow up on referrals from partners to confirm eligibility for cash assistance

3 Register identified beneficiaries for the specific response and share data with supervisor for communication with the cash provider

4 Communicate with sector partners implementing in the area to ensure appropriate planning and coordination in the delivery of assistance and avoid duplication

Objective 3 : Field Monitoring and Reporting (20 %)

1 Following the weekly and monthly planning for the programme team, report back accurately on field level activities to the Supervisor

2 Identify and report possible problems, conflicts, or contextual changes to the Supervisor, proposing solutions where possible and pertinent

3 Monitor the evolving context and flag any potential protection concerns to the Supervisor and the Head of Project 

4 Promote the use of the Feedback and Complaint Response Mechanisms with affected population sharing information on how to raise a feedback/complaint and reporting to the MEAL department any issue raised by the right-holders during implementation of activities

5 Alongside the MEAL department, facilitate regular monitoring and evaluation activities for the field activities.

Objective 4 : Security

1 Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

2 Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective 5 : Support humanitarian activities of Action Against Hunger

1 Support the emergency interventions of the organization as per the employee’s abilities.

2 Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

3 Promote gender equality and protection mainstreaming within the humanitarian and/or development work

 

Do you meet the profile required criteria?

Training/ Education:

Bachelor’s degree in BA, Social science and humanity OR a combination of education and relevant experience in the humanitarian sector

Technical specific knowledge:

Knowledge of Cash-Based Interventions (CBI)

Knowledge of Psychosocial support and/or Psychological first aid is a plus

Safe identification and referral

Data collection and analysis (Kobo, ArcGIS)

Previous experience:

Two years’ experience working in a related field of expertise.

Experience in field interventions in direct contact with affected communities

Experience in the humanitarian sector in a similar position

Personal requirements:

Ability to work in a team

Ability to manage stress effectively

Ability to manage time and priorities well

Clear communicator with excellent inter-personal skills

Ability to work with a degree of autonomy on set tasks

Languages:

Fluent Arabic, Fluency in written and spoken English

IT and specific systems:

 

Windows domain, Compulsory expertise in Excel, use of ODK

Mobility (national/ international)

National 

 

Our remuneration package:

As per ACF salary scale
