Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
Under the supervision of the FSL Field Supervisor, the FSL & Agriculture Field Officer is responsible for the effective day-to-day implementation, monitoring, and reporting of Food Security, Agriculture, and Livelihoods (FSL) activities at the field level. The role focuses on supporting agricultural recovery through Cash-for-Work (CfW) interventions at both farmer and communal levels, providing direct assistance to farmers, facilitating capacity-building initiatives, and promoting sustainable land improvement practices. The Field Officer ensures strong community coordination while upholding high standards of quality, accountability, safety, and gender inclusion, in full compliance with Action Against Hunger (AAH) procedures and relevant sector guidelines.
POSITION SPECIFIC OBJECTIVES AND TASKS.
Objective 1: Ensure timely and quality implementation of FSL & Agricultural Activities (60%)
- Provide support to the FSL Field Supervisor for the design of the livelihood activities
- Provide technical support to the FSL Field Supervisor in the design and planning of agriculture-based livelihood interventions, including rehabilitation, and community-based resource management activities
- Provide support to the FSL Field Supervisor in the design of the training to be provided to program participants
- Participate in and support the facilitation of briefing and induction sessions for Cash-for-Work (CfW) participants, farmers, and local stakeholders, ensuring clear understanding of agricultural tasks, safety procedures, and expected outputs
- Implement and closely supervise CfW activities related to agricultural infrastructure and land improvement, including land rehabilitation, irrigation channels cleaning and maintenance, rehabilitation of agricultural roads, water harvesting structures, terracing, and erosion control measures
- Ensure timely and efficient execution of agricultural field activities according to work plans, seasonal calendars, and technical guidelines, while adapting to local agro-climatic conditions
- Conduct daily follow-up and on-site supervision of CfW teams engaged in agricultural works, ensuring adherence to technical standards, work norms, and productivity targets
- Monitor daily field activities and verify the quality of agricultural works implemented, ensuring compliance with AAH technical standards, environmental safeguards, and occupational health and safety requirements
- Support the integration of gender-sensitive and inclusive approaches in agricultural activities by ensuring equitable participation of women, youth, refugees, and vulnerable households in CfW and farmer support interventions
- Collect field data related to agricultural outputs (e.g., land rehabilitated, km of canals cleaned, number of farmers supported) and contribute to regular reporting and documentation
Objective 2: Stakeholder Coordination & Community Engagement (25%)
- Coordinate closely with local authorities, municipalities, and community leaders to ensure proper planning and implementation of agricultural rehabilitation works, while promoting knowledge sharing on land improvement practices, irrigation management, and sustainable use of natural resources to support long-term community ownership of rehabilitated assets
- Act as a key liaison between AAH and external stakeholders, including farmers, municipalities, facilitating effective communication, alignment on agricultural priorities, and smooth implementation of FSL interventions
- Ensure effective follow-up with pre-identified stakeholders on the selection and validation of agricultural sites, beneficiary targeting, and appropriate modalities of work
- Ensure positive building of relationships between AAH, local authorities, municipalities, and communities
- Contribute to maintaining strong, transparent, and trust-based relationships between AAH, farmers, municipalities, and community representatives to facilitate access to land, water resources, and communal assets required for agricultural interventions
- Support and conduct community sensitization sessions focused on agricultural project objectives, expected outputs
- Promote awareness and accessibility of to the feedback and complaint mechanisms, ensuring farmers and community members can safely raise concerns related to the services provided
Objective 3: Agriculture & Livelihoods Assessments (5%)
- Actively engage in the beneficiary selection process under the guidance of the FSL Field Supervisor and/or FSL Program Manager
- Conduct household visits, focus group discussions and key informant interviews upon the request of the FSL Field Supervisor and/or FSL Program Manager
- Use standardized data collection tools (e.g., Kobo, paper forms) to record assessment findings and ensure proper data management, cleaning, and timely submission for reporting and analysis
- Ensure that data collection and beneficiary selection processes are conducted in a participatory, inclusive, and conflict-sensitive manner, with particular attention to women, small-scale farmers, refugees, and vulnerable households
Objective 4: Monitoring, Reporting & Documentation (10%)
- Prepare daily, weekly, and monthly reports, and usage of digital platforms including kobo, activity info, etc.
- Ensure proper documentation, filing, and systematic archiving of all Means of Verification (MoVs), including attendance sheets, work completion records, training materials, and site-level technical outputs (e.g., dunums rehabilitated, irrigation canals cleaned)
- Ensure proper documentation of challenges, lessons learned and best practices
- Support MEAL activities and use digital data collection tools
- Capture high quality photos and basic field footage during activities to support Communication and Advocacy teams, ensuring that all images respect AAH’s visibility, safeguarding, and consent protocols
- Coordinate with MEAL and Communication/Advocacy teams to share timely field evidence, success stories, and visual materials that highlight the impact of agricultural interventions on farmer livelihoods and community resilience
Objective 5: Security
- Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and performs the security management tasks that can be assigned in its protocols
- Communicate to the security managers of the working location with any security related information or noncompliance with the security plan
Objective 6: Support humanitarian activities of Action Against Hunger
- Support any other emergency interventions of the organization as per the employee’s abilities
- Support any activity that helps reach our humanitarian goals, as per the employee’s abilities
Objective 7: Gender, Safeguarding & Security (Cross-cutting)
- Promote safe and equitable environments, through knowledge and application of the protocol against harassment and gender policy

Applied Agriculture knowledge.
Knowledge of food security and livelihoods interventions, including modalities and guidelines.
Minimum two years of experience in agriculture, livelihoods, or FSL humanitarian field work. (Experience in agricultural recovery, and/or climate-smart practices is a strong asset)
Good communication and organizational skills.
