MAIN RESPONSIBILITIES Implementation and monitoring of food security components of ACF response to the Syrian crisis in Lebanon/Bekaa valley, ensuring that objectives are met through the effective and efficient implementation of food security and livelihoods interventions, as well as capacity building support to ACF staff and supporting the design of new food security and livelihoods interventions of ACF. KNOWLEDGE, EXPERIENCE AND SKILLS Knowedge in agriculture, value chains, market analysis, cash based interventions, food security and livelihoods Good understanding of the country context, good context analysis skills 2 years experience in a management position in humanitarian or development organisations Previous experience in a Food security and livelihoods department a plus Good team worker, good listener, high communication skills DETAILED OBJECTIVES AND TASKS Objective 1 : To ensure timely and quality implementation of agriculture activities To design the beneficiary selection process under the supervision of Monitoring, Evaluation, Learning and Accountability (MEAL) and FSL coordinators and to ensure quality and timely implementation of the selection process ** To support the Agronomist supervisor in the design of the agriculture activities in coordination with the FSL coordinator ** To support the Agronomist Supervisor in the design of the trainings to be provided to agriculture program participants in coordination with the FSL coordinator ** To provide guidance to the Agronomist Supervisor in weekly planning of agriculture activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.) and to ensure these plans are in line with the workplan of the project ** To support ACF 's implementing partner in conducting their agriculture activities ** To provide verbal and written reports to direct and functional managers at the agreed frequency Objective 2 : To ensure timely and quality implementation of awareness raising sessions and other types of trainings To support the planning of the nutrition awareness raising sessions and the selection of nutrition focal points under the guidance of the Nutrition advisor ** To plan the culinary sessions with the active engagement of the Supervisor and the Field officers and in coordination with the Nutrition advisor ** To ensure awreamess raising activities, focal points trainings and culinary sessions are in lie with the project's workplan and are conducted in a quality manner ** To provide verbal and written reports to the direct and functional managers at the agreed frequency Objective 3 : To ensure timely and quality implementation of ACF cash-based interventions To plan the distribution of cash-based program material in line with the workplan ** To ensure continuous and adequate monitoring of ongoing ACF cash transfer program ** To organize and conduct trainings on the program for program staff, program vendors and beneficiaries ** To ensure other program related tasks are planned and implemented in a timely manner ** To provide verbal and written reports to the direct and functional managers at the agreed frequency Objective 4 : To support other humanitarian activities of ACF upon request of the Head of Base To support the emergency interventions of ACF upon request of the Head of Base ** To support ACF assessment and monitoring activities upon request of the Head of Base ** To attend meetings with farmers' cooperatives, beneficiaries and non-beneficiaries upon request of the Head of Base ** To provide verbal and written reports to direct and functional managers at the agreed frequency Objective 5 : To ensure a good implementation of the e-card program To provide guidance to the Field supervisor in planning the e-card program activities ** To review, validate and share reports of the e-Card program with the direct and functional managers for submission to the donor and internal reporting Objective 6 : To promote the comprehension of food security in the intervention area To collect and evaluate information on food security and the living conditions of the populations ** To identify the needs of the most vulnerable populations ** To propose how to meet these needs ** To actively coordinate with other FSL projects in Bekaa ** To represent ACF in regional working group meetings in line with ACF Lebanon strategy and under the supervision of the Head of Base and FSL Coordinator ** To represent ACF in food security and livelihoods meetings with national NGOs, national institutions and international organizations under the guidance of direct and functional managers ** Deliver a short report (1-2 pages) reflecting the FSL situation in the targeted area every quarter Objective 7 : To maintain good human resources management To recruit team members and conduct appraisals under the supervision of direct and functional managers ** To identify training needs of the staff, inform direct and functional managers as well as Human Resources department of these needs and support the facilitation of trainings ** To adequately supervise the department Objective 8  : Security To respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols ** To communicate to the security managers of the working location any security related information or non-compliance with the security plan ** Objective 9 : Support to ACF humanitarian goals Support emergency interventions, as per the employee's capacities ** Support any activity that helps achieving ACF humanitarian goals, as per the employee's capacities
