Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women, and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social, and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
TENTATIVE VACANCY UPON DONOR APPROVAL
The Head of Project for Food Security and Livelihood will oversee the design, implementation, monitoring, and evaluation of FSL projects aimed at improving food access, restoring agricultural activities, and enhancing livelihoods for vulnerable communities. Key activities include the distribution of food parcels, cash for food assistance, CASH for work, support for farmers to revitalize agricultural production, and other agricultural interventions tailored to local needs.
Objective 1: Ensure timely and quality implementation of food security, livelihoods, and agriculture activities at base level (45%):
- Lead planning, implementation, and monitoring of FSL activities (parcel distribution, cash-for-food, agriculture).
- Support technical interventions aligned with departmental objectives.
- Lead agriculture-related livelihood activities, including technical support and sectoral networking.
- Conduct/support needs assessments and recommend interventions.
- Contribute to proposal development using lessons learned and best practices.
- Support planning and facilitation of Kick-Off meetings with relevant stakeholders.
- Conduct regular field visits for project follow-up.
- Prepare and update project implementation plans with clear team roles.
- Provide regular verbal and written activity reports to the PM.
- Monitor monthly target achievements and report to the FSL PM.
- Coordinate with MEAL to ensure assessments and reports are validated and updated.
- Ensure project monitoring aligns with work plans in coordination with MEAL.
- Lead beneficiary registration and data collection.
- Submit distribution plans and procurement requests to the PM.
- Participate in budget follow-up meetings with the PM.
- Ensure proper documentation and archiving of project materials.
- Prepare timely project and mission reports (APRs, quarterly, final).
- Identify and propose responses to food security and livelihood needs.
- Represent ACF in national working group meetings with PM/Coordinator.
Objective 2: Manage and coordinate the project team at base level (30%)
- Supervise and monitor team members.
- Prepare weekly/monthly staff workplans with the PM.
- Coach and build team capacity for quality results.
- Develop context-specific solutions to improve team performance.
- Ensure compliance with ACF Code of Conduct and SOPs.
- Identify training needs and recommend capacity-building actions.
- Set clear expectations and address performance gaps.
- Conduct regular team meetings to track deliverables.
Objective 3: Finance and Administration (20%)
- Organize daily logistics and administrative tasks (PRs, SOPs, expenditure tracking).
- Manage program equipment and maintain asset register.
- Monitor expenses and contribute to procurement planning and budget follow-up.
- Ensure compliance with logistics and procurement procedures.
- Manage project stock and item deliveries.
- Supervise project budget forecasts and follow-up.
- Contribute to new budget design for livelihood activities.
- Flag budget deviations and propose corrective actions.
Objective 4: Coordination and Representation (5%)
- Engage weekly with stakeholders for coordination and information sharing.
- Negotiate access and implementation with relevant actors under security guidance.
- Coordinate with other agencies implementing livelihoods in South and Nabatieh.
- Represent ACF in sector meetings when needed.
Objective 5: Security
- Comply with mission/base security plans and ensure team compliance.
- Report security incidents or non-compliance to security managers.
- Monitor and report field-level security developments.
Objective 6: Support Humanitarian Activities of ACF
- Support emergency interventions as per capacity.
- Contribute to any activity aligned with ACF’s humanitarian goals.
Objective 7: Gender & Safeguarding
- Promote safe, equitable environments and apply anti-harassment and gender policies.
- Understand and comply with safeguarding policies.
Training/ Education: Bachelor’s degree in social work, agriculture (preferred), economy, food security, humanitarian action or any related field
Technical specific knowledge: Food security livelihoods, &, agricultural sector
Previous experience:
- 3 years’ experience in humanitarian and development organizations
- At least 3 years of experience in managing FSL projects.
- Experience with Agricultural intervention is highly desirable.
Humanitarian sector knowledge: Good knowledge of INGOs and donor agencies procedure, guidelines, and intervention in the country
