Food Security & Livelihood Field Officer - Tyre

Under the supervision of the Program manager, the FSL Field Officer is responsible for the daily technical planning, conducting the vulnerable assessment with the targeted beneficiaries, implementation, supervision, monitoring and reporting of the field activities of the distributions, proper coordination with municipalities, other authorities, beneficiaries and related ACF departments. The position requires extensive field work and movement in the South and Nabatieh.

Objective 1   : To ensure timely and quality implementation of FSL activities (35%)

  • To actively provide a clear plan for the regular monthly distributions, number of beneficiaries and municipalities
  • To actively engage in conducting the vulnerable assessment with the targeted beneficiaries.
  • To contact the beneficiaries and confirm their attendance to the distribution locations with respecting the date and time of the distribution
  • Confirm with the Mayors, Focal point the number of beneficiaries, date, and time of the distributions.
  • Prepare the list of beneficiaries with full names and phone numbers
  • Contact the beneficiaries monthly by sending SMS
  • Prepare the locations for the distribution in the targeted municipalities
  • To provide verbal and written Weekly reports on the activities to the Program manager.
  • Ensure the timely implementation of field works as per the predefined schedule.
  • Inform and document the challenges carried out during the implementation phase of the program.
  • To participate in the evaluation meeting during the project implementation

Objective 2 - Stakeholder coordinators (25%)

  • Coordination in the field with the local partners on best implementation including participants, and communities affected by the project.
  • Field coordination with local authorities and ensuring continuous communication with beneficiaries and communities’ representatives regarding the implementation of works and to ensure a flawless progress of activities.
  • Support in building relationships between Action Against Hunger, local authorities, municipalities, and communities.

Objective 3 - Data collection and reporting. (25%)

  • File, document, and report work progress to the line manager on weekly basis
  • Regular reporting of work progress to the Program manager
  • Report possible problems or conflicts during the activities.
  • Report the use of materials and possible improvement.

Objective 4:  To support other humanitarian activities of ACF upon the request of the PM.(15%)

  • Support the emergency interventions of the organization as per the employee’s abilities and capacity under the emergency response like COVID-19 activities.
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.
  • Promote gender equality within the humanitarian and/or development work

Objective 5: Security

  • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
  • Communicate to the security managers of the working location any security related information or noncompliance with the security plan
  • Respect the safety measurements specified in the mission during the emergency like COVID-19.

Training/ Education:

Bachelor’s degree in Social science, agronomy, food security, humanitarian action, or any related field

Technical specific knowledge:

Food security and livelihoods, agriculture, waste management and Cash-for-work.

Previous experience:

  • 1-year experience working in humanitarian action or development. Experience in livelihood programs is a plus.
  • Experience in Labor Intensive Activities/Cash-for-Work is desirable.
  • Emergency response with crisis or pandemic situation

Languages:

Native Arabic and English compulsory

IT and specific systems:

Good skills in Microsoft Word, Excel, Outlook and power point
