FSL Environmental Supervisor - Tyre

In coordination and under the supervision of the Action Against Hunger FSL Deputy Program manager and with the technical support, S/he will be in charge of all technical environmental activities related to hard and soft components of the project and will ensure the efficient and smooth implementation of the project in Action Against Hunger targeted areas. The main responsibilities are:

  • Provide environmental technical assistance needed for the implementation of the activities.
  • Supervise FSL field officers at field level.
  • General support of Action Against Hunger objective and initiative.
  • Monitor field work.
  • Conduct training and capacity building for the staff of the targeted municipalities
  • Ensure the quality of work at field level.
  • Liaison with local authorities, municipalities and union of municipalities.

    Key activities in your role will include

    Objective 1: Providing technical environmental assistance to the project (40 %)

               

    • Develop a tailored capacity building package on solid waste management for the staff and beneficiaries of the project and staff of the targeted municipalities and to actively be engaged in the process
    • Support the technical senior staff in developing the waste management plan of the targeted solid waste sorting facilities
    • Planning for the field works related to the supervision of beneficiaries working in the solid waste sorting facilities
    • Develop and plan for the awareness sessions to be conducted at community level, informal settlements, shelters and schools
    • Coordinate with the local authorities: union of municipalities, municipalities and schools
    • To supervise the field officers in implementation of the activity and to actively engage in the process
    • To conduct technical assessment for identifying the need of the targeted sorting facility
    • To plan for the operation activities in the targeted sorting facilities in South Lebanon along with tailored awareness campaign in the targeted villages
    • To provide the FSL deputy PM and FSL PM with technical input in the design of other environmental related trainings and activities and actively engage in their implementation
    • To ensure proper coordination with municipalities in regard of the collection and transportation of the solid waste collected in the cleaning activities
    • Ensure the timely implementation of field works as per the predefined schedule
    • To supervise the field officers in conducting the livelihoods and environmental activities (input distribution, trainings, set up, maintenance, monitoring, reporting, etc.)
    • To actively support ACF’s implementing partner in conducting their environmental activities in the area

     

    Objective 2: provide technical support for the Livelihood activities (10%)           

    • To support the implementation of food security and livelihoods activities of the project upon the request of FSL Deputy PM
    • To actively support ACF’s implementing partner in conducting their livelihoods activities in the area
    • To support FSL deputy PM in design of the beneficiary selection process
    • To organize community meetings, focus group discussions, Key Informant Interview and assessments to identify the needs of the host and refugee populations upon the request of FSL PM

    Objective 3: Team Management (30 %)           

    • Supervise and monitor the field officer under his / her supervision
    • Participate in staff training, helping to build technical capacity of staff
    • Monitor and coach colleagues and team members, building the capacity to obtain high quality results and impacts.
    • Helps to develop and execute context – specific solutions to improve collaboration, coordination and performance.
    • Ensure the good respect of working condition while in office or the field, especially the respect of ACF Code of conduct and standard operation procedures for the area of operation and safety rules on the construction sites.
    • Ensure staff appraisals are conducted and together with the FSL Deputy PM Identify staff trainings needs and follow up the appropriate action with the FSL PM with recommendations of training and other capacity building majors. 
       

    Objective 4: Finance and Administration (10 %)           

    • Support the FSL Deputy PM in the organization of day-to-day logistics, and administration activities
    • Manage all related environmental activities equipment and materials in close consultation with the FSL Deputy PM. Maintain and ensure proper Project asset register.
    • Support the FSL Deputy PM in the supervision and control of expenses related with the environmental activities of the project (procurement planning)

    Objective 5: Reporting (10 %)           

    • Prepare regular reports on the progress of the environmental activities for the assigned sites.
    • inform and report the anomalies and the challenges carried out during the implementation phase of the program
    • Report possible problem or conflict during the activities
    • Report weekly activities and transportation needs
    • Contribute to project and beneficiaries’ data collection and reporting
    • Regular reporting to FSL Deputy Program Manager

    Objective 6: Security           

    • Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.
    • Communicate to the security managers of the working location any security related information or noncompliance with the security plan

    Objective 7: Support humanitarian activities of Action Against Hunger          

    • Support the emergency interventions of the organization as per the employee’s abilities.
    • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities. 
    • Promote gender equality within the humanitarian and/or development work

     

     

    Do you meet the profile required criteria?

    Training/ Education:

    • Bachelor’s Degree and/or Master’s Degree in Environmental Sciences and International development.
    • Solid Waste Management education is highly desirable.

    Technical specific knowledge:

    • Excellent knowledge of environmental sector in Lebanon, including solid waste management experience.
    • Must have demonstrated skills/knowledge in participatory approaches, analytical and gender – fair thinking and writing;
    • Technical knowledge in implementing solid waste management activities;
    • Significant experience in working in collaboration with local partners and government bodies;
    • Excellent knowledge of project cycle management;
    • Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to the line manager;
    • Strong staff management and leadership skills

    Previous experience:

    • At least 2- 3 years’ experience in designing and implementing environmental activities, particularly solid waste management, development and/or humanitarian projects in the NGO/INGO sector

    Humanitarian sector knowledge:

    • Good knowledge of INGOs and donor agencies procedure, guidelines and intervention in the country

    Action Against Hunger knowledge:

    • Previous knowledge of Action Against Hunger policies, strategy and previous interventions in the country or meddle-East region as an asset

    Languages:

    • English and Arabic (compulsory working language, fluent spoken, read and written)

    IT and specific systems:

    • Windows domain, Compulsory expertise in Excel.

    Our remuneration package:

    We offer immediate incorporation to a dynamic international network with the following remuneration package:

    • Salary range from USD1,497 to USD 1,772 basic per month according to the candidate’s previous experience (based on the standard list of Action Against Hunger - Spain)
    • Salary progression based on the annual development appraisal
    • LBP 8,000 daily transportation allowance on working days
    • Social security registration and NSSF family allowance if eligible
    • Complementary health insurance for you and your dependents
