General Responsibilities
Oversee, monitor and provide technical support to ACF’s nutrition program in Lebanon and Syria (IYCF, CMAM, Mental Health and Care Practices activities). Support the identification and development of new proposal in Lebanon and Syria.
Specific Objectives
Objective 1: ProgrammeTasks:- Ensure that the commitments to donors are respected in the implementation of the activities on the field.- Follow-up and support the field activities.- Check and improve the tools used in the management of the projects, methodologies and forms.- Review the budget forecast and follow-up to signal any discrepancy with regards to financial expenditure- Review of data gathered. To ensure that the right data are gathered and classified, regarding proposals, contracts, MOU etc.- Review, consolidate and circulate ACF internal monthly reporting on nutrition and mental health.- Capitalise the experiences and develop good practices and success stories.- Ensure the review and classification of all the training provided by ACF in the implementation of its projects.- Follow partnerships, including contribution and co-funding issues
Objective 2: Proposal development & reportingTasks:- Identify future needs through formal and informal assessment and data collection- Support the design and development of new programming.- Write and review the concept notes and proposals. Ensure the coherence with the
ACF strategy, relevant national issues and local priorities & needs.- Participate in budget design- Review the procurement plan and to ensure its accordance with the timeframe of activities and assess its relevance/feasibility- Write and review reports to donors.- Complete any report for local authorities and ensure the diffusion of report/information to partners and stakeholders.
Objective 3: StrategyTasks:- To be fully aware of ACF technical policies, position papers, modules and protocols and promote them within the nutrition department.- Collect and update information on nutrition indicators, actors and activities nationwide for analysis and identification of future potential areas, partners and programmatic priorities.- Support the Head of Mission and Coordination team in performing country analysis and strategy definition.- Ensure a regular update of the strategy indicators and to identify the needs for update. To inform the Coordination Team on contextual changes that may impact the strategy.
Objective 4: HR ManagementTasks:- Check that each team member is aware of all HR regulation & procedures and follow them (rules, regulation, recruitment, appraisal, etc).- Check if each team member is aware of security rules & procedures.- Perform appraisals of the work/achievements of each HoP/Expert.- Support the identification of training needs, especially with regards to activities in the field.- Develop presentation / tools for training to the staff based on the periodic evaluation and project/program needs.- Define and review the Mission Training Plan with each team and to ensure/monitor its implementation, in coordination with the human resource department.- Organize and provide ad-hoc training to the team.
Objective 5: Representation & CoordinationTasks:- Participate in the coordination meetings with external stakeholders and in particular the nutrition working group.- Represent ACF for internal / external coordination at the capital level for department related issues.- Support ACF for external coordination at regional level for department related issues.- Act as focal point on nutrition related issues- Support the organization with donor / HQ visit to the country/field.- Document points highlighted during the meetings and actions recommended- Ensure the coordination with HQ and Regional Technical, Admin and Logistics departments- Communicate directly with the technical department of the headquarters in Madrid and ACF Regional Office in Amman, providing the requested information, answering its request and/or requesting their advice / validation in case of need.- Representing ACF with media on nutrition issues
Previous experience needed:Previous humanitarian experience required:A minimum of 3 years’ experience in nutrition program: planning, management (both treatment and prevention), monitoring, and evaluation.Personal requirements:Good capacity of analysis. Competences in training. Communications, observation, listening skills, motivation, and in management of teams and problems. Good team spirit and ability to work in a team. Autonomy, creativity, adaptability and flexibility. Computer knowledge: Word, Excel.Good knowledge of the area and local customs.
