Health Field Officer

POSITION GENERAL OBJECTIVE

Under the supervision of Nutrition Head of Project, and the Nutrition Field Supervisor  the Health Field Officer is responsible for planning, implementing and monitoring health activities, with a particular focus on group awareness sessions about maternal and child health, nutrition and care practices, assessment of person’s needs, referrals and follow-up, together with strategies to promote and protect breastfeeding in health facilities, via awareness, capacity building, supervision, group problem solving, and participatory drafting and follow-up of action plans. . S/he will ensure proper coordination and communication with nutrition and mental health staff, and other Action Against Hunger supervisors. The position requires extensive field work and movement in North and West Bekaa (Baalbeck and Hermel Governorates).

POSITION SPECIFIC OBJECTIVES AND TASKS.

Objective 1 - Needs analysis and adapting approaches to cultural context (10%)

In collaboration with other Field Officers in the team and the Nutrition supervisor, the Health Field officer will be responsible of assessing on a regular basis maternal and child health needs and care practices amongst the targeted communities in the areas of interventions.

S/he will be responsible for determining the optimal and sub-optimal practices needing improvement.

S/he will offer technical advice about the alignment of health and nutrition objectives across Action Against Hunger’s activities in Bekaa, general Action Against Hunger’s approaches in Lebanon.

Objective 2 – To program and facilitate Health and Nutrition group sessions (30%)

With the collaboration of other Field Officers in the team and the Nutrition supervisor, the Health Field Officer will identify new locations for the health and  nutrition sessions.

To develop guidelines for group sessions integrating maternal and child health care practices, information about health services, positive health care seeking behavior and child development.

To support and accompany other field officers, so that health considerations are effectively in line with the rest of contents across all group sessions.

Actively participate in the design and identification of Information Education and Communication (IEC) materials and tools to stimulate active participation and exchange and improve the knowledge of the target population during group sessions.

To contribute to the development and use of standardized tools to collect and measure baseline and endline health and nutrition indicators.

Participate in the design and implementation of any other health activity that might be identified as relevant and pertinent according to the beneficiaries’ needs.

Objective 3 – Actively participate and monitor the implementation of activities at PHC level  (30%)

Monitor the implementation process at all the project’s stages and ensure field level monitoring of the quality of implemented activities related to health care at supported PHCs within the scope of the project.

Refer and follow-up beneficiaries in need of health care.

Receive referral from external stakeholder and run home visit and individual support, if needed accordingly.

 Lead the assessment of Primary Health Care facilities together with the Nutrition HoP and the Nutrition supervisor to identify locations and gaps that require interventions related to the promotion and protection of breastfeeding and the improvement of maternal and child health and nutrition services.

To offer technical support in the drafting of strategies and action plans to improve protection and promotion of breastfeeding in health facilities. To lead necessary meetings, workshops and capacity building sessions. To promote and follow-up group problem solving at facility level, together with quality improvement of key services.

Collaborate together with other team members in improving the quality of health and nutrition service provision in targeted Primary Health Care facilities.

Objective 4 – Implementing health and nutrition individual counselling (20%)

To conduct home visits for cases in needs of health assessments or individual counselling in health care seeking behaviour and care practices.

To support the Nutrition Field Officer and the Psychologist in home visits requiring additional technical expertise.

Objective 6 – Reporting (10%)

With the support of other Field Officers, the Health Field Officer will be responsible for reporting the work and activities implemented in the field.

Through a narrative report, s/he will report the challenges faced through the implementation process and provide possible solutions relevant to the context and culture.

Objective – Security

Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols.

Communicate to the security managers of the working location any security related information or noncompliance with the security plan

Objective - Support humanitarian activities of Action Against Hunger

Support the emergency interventions of the organization as per the employee’s abilities.

Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities.

KNOWLEDGE AND EXPERIENCE REQUIRED

Training/ Education:

Health related diploma (nursing, public health, nutrition, dietetic...)

Technical specific knowledge:

Knowledge about primary health care, health promotion, maternal and child health, preventive care, public health, health management, and the health system in Lebanon, together.

Additional knowledge and abilities in key nutrition aspects (infant and young child feeding, nutrition during the life cycle, care practices, malnutrition, micronutrient deficiencies)  and mental health will be highly appreciated.

Previous experience: 1-3 years of experience working in primary health care, community health and/or health promotion.

Experience in working with the response to the Syrian crisis especially in Lebanon.

Humanitarian sector knowledge: Good team worker, good listener, high communication skills, good animator and facilitator.

Action Against Hunger knowledge: Mandate, Programs

Languages: Working language in English written and speaking. Arabic.

IT and specific systems: Good command of MS Office, compulsory expertise in Excel.

Mobility (national/ international) Bekaa Region in Lebanon, West Bekaa, Baalbeck and Hermel Governorate

REMUNERATION PACKAGE

We offer immediate incorporation to a dynamic international network with the following remuneration package:

Formal work contract: 8 months

Salary: from  1,885,000 LBP  to  2,349,000 LBP  gross per month according to candidate’s previous experience (according to standard list of Action Against Hunger - Spain). Action Against Hunger - Spain remuneration system allows a salary progression based on the annual development appraisal.

LBP 8,000 daily transportation allowance on working days
