Action against Hunger is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 employees are working for Action against Hunger in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
In Lebanon, the Syrian crisis continues to generate political, social and economic pressure due to the war in Lebanon and keeps more than 1.5 million refugees in a situation of increasing vulnerability. In this environment of political, economic and social uncertainty, our teams have maintained their high levels of humanitarian response and aid to Lebanon. Likewise, our interventions have been maintained in the Bekaa and northern areas, as well as in the south of the country, with a special focus on working in partnership or in consortium with other organizations and on institutional strengthening of the relationship with both donors. institutional, such as with local authorities and entities.
The HR Manager is responsible for ensuring the setting up and follow up of the mission’s HR policy and coordinate its implementation in the capital and in all bases in order to provide the best support to the programs in accordance with the Lebanese legislation, HR policy and Action Against Hunger staff development.
- To support the mission in implementing the current HR policies and package.
- To ensure proper compensation and benefits administration, contracts Management, staff development and training, employment policies, personnel record-keeping, workers compensation and medical benefits systems.
- The HR Manager will report directly to the HR Coordinator in order to ensure sufficient follow-up, however the overall HR management of the mission remains the responsibility of the HR Coordinator.
Objective 1 - Recruitment and Induction
Recruitment for National staff (Managerial and non-Managerial roles) – be the focal person for the whole recruitment cycle and support the HR Coordinator in the recruitment of international staff when needed
Be the focal person for salary Calculation, Offer, Contract Management for new national hires and support the HR Coordinator for the same tasks for international staff when needed
Assure that the Staff regulations as well as the Lebanese Labor Law are being followed at Coordination. Advise the managers on appropriate disciplinary action as situations arise. Make sure the same applies to the bases.
Objective 2 – Pay and Benefits
Manage payroll processes to ensure that employees are paid correctly according to their contractual entitlements and local regulations.
Be responsible for collecting data, checking salaries and preparing salaries for the coordination and Beirut base before submitting to the HR Coordinator and Finance Coordinator for validation – support the bases whenever needed.
Ensure that calculations of end of contracts benefits are correctly done before approval. Support the bases by making sure the end of service payments is correct and checked from the external legal advisor.
Be the focal person for any new fiscal law in country. Make sure they are presented to SMT in advance and recommend changes when necessary with support from the external consultant.
Implement the medical benefits policy and update it when necessary: collect employees’ eligible dependents details and legal documents, maintain a database and a proper medical expenses reimbursement tracking sheet for the overall mission.
Be the focal person for Contract Management for Health, Life and Accidental Insurance
Objective 3 – Contract Management and Staff Development
Ensure that line managers are aware of the contract end dates of their team members (national and international) and that timely renewals and notices are received by all staff
Conduct exit interviews with exit national staff and support the HR Coordinator in conducting the exit interviews with international staff when needed
Be the focal person for the performance evaluation process for all staff in the mission
Participate in the development and implementation of an annual Training Calendar for all ACF mission with the help of the HR Coordinator.
Objective 4 – Personnel Files and Administration
New staff documentation and creating personnel files National and International staff on hardcopies and People Ads
Carry out personnel files’ audits periodically
Objective 5 – Internal Communication and HR Reporting
Monthly HR Sitrep/report
Monthly updates of the organogram
Objective 6: NSSF & Taxation
Handle all NSSF procedures, submissions, monthly payments, and annual settlement
Follow up with the consultant the obtainment of Annual Clearance
Taxation calculations and Declarations
Objective 7: Staff Wellbeing
Taking initiative on staff wellbeing and team building activities
Support the HR Coordinator in any activity related to staff wellbeing
Be the backup for the Safeguarding and Code of Conduct Policies implementation, making sure every staff is aware of them and the reporting mechanism is functional
