GENERAL RESPONSIBILITIES
Under the supervision WaSH Deputy Program Manager, the Livelihood Field Officer is responsible for the daily technical planning, supervision, monitoring and reporting of the field activities of public awareness, formation of informal pickers, temporary employment in cleaning public polluted points, and for ensuring proper coordination with municipalities, other authorities, beneficiaries and related ACF departments. The position requires extensive field work and movement in Saida District.
KNOWLEDGE, EXPERIENCE AND SKILLS
Technical Diploma in Environmental or Health studies
Humanitarian action and/or any related field
Technical knowledge in solid waste management, public awareness and waste treatment is an asset
One year experience working in humanitarian action or development. Experience in Cash for Work program
Reporting capacity, organized and rigorous personality, availability/learning capacity.
Ability to work in a team, interpersonal qualities and diplomacy, flexible with respect to job priority-Agrees with the principles and objectives of ACF
Working language in: English & Arabic (written and spoken)
Good command of MS Office, compulsory expertise in Excel. Command of Autocad and mapping tools is highly desirable
DETAILED OBJECTIVES AND TASKS
Objective 1 : Technical planning, supervision, monitoring and reporting of the field activities
Supervision of the technical expert consultancy in the implementation of the baseline assessment and analyze of the Zahrani UoM solid waste profile, including JBS
Development of a public solid waste awareness and implementation of mass media campaign among the 18 municipalities of Zahrani UoM
Supervision of the expert consultancy in the formation of informal pickers and refugees groups to improve their work conditions and facilitate their inclusion in the formal solid waste sector
Design, implementation and follow up of temporary employment in cleaning public polluted points(CfW activity) for the informal pickers and refugees groups to improve their purchasing power in the short term through cash assistance.
Monitor the conformity of the field works (trainings, field visits, meeting, etc) with the standards of ACF, and as per the greed activity planned, BoQs and contracts
Ensure the timely implementation of field works as per the predefined schedule.
Support in ensuring the quality and quantity of material at field according to agreed plans and BoQs
Inform and document the anomalies and the challenges carried out during the implementation phase of the program
Objective 2 : Stakeholder Coordinators
Coordinate with the local partners on the best implementation.
Coordinate with local authorities and ensuring continuous communication with beneficiaries and communities' representatives regarding the implementation of works and in order to ensure a flawless progress of activities
Support in building relationships between ACF, district authorities, municipalities and communities
Objective 3 : Data collection and reporting
File, document and report work progress to his/her line manager on weekly basis
Regular reporting of work progress to the Deputy Program Manager
Report possible problem or conflict during improvement
Objective 4 : Security
Respect the security rules specified in the mission and base security plan and perform the security management tasks that can be assigned in its protocols
Communicate to the security managers of the working location any security related information or non-compliance with the security plan
Objective 5 : Support to ACF humanitarian goals
Support on going programs emergency interventions, as per the employee's competences
Support any activity that helps achieving ACF humanitarian goals, as per the employee's abilities
Participate in new assessment
Support other activities if needed
