GENERAL RESPONSIBILITIES The deputy will be responsible of the implementation of Action Against Hunger Food Security and Livelihood (FSL) departments activities in South Lebanon. The Deputy will be tasked to ensure that livelihood activities are implemented and monitored in accordance with the program work-plan and logical frameworks and will be supporting the design of new proposals. DETAILED RESPONSIBILITIES AND TAS Objective 1 : To ensure timely and quality implementation of livelihoods activities To support the Program Manager (PM) in designing the beneficiary selection process  *** To supervise the field officers in the beneficiary selection process on a daily basis and to actively support the process *** To present livelihoods activities (cash for work, skills trainings, etc.) work-plans, designs and proposals to the PM based on ongoing Action Against Hunger program and country strategy *** To plan and facilitate the design of trainings to be provided to livelihoods program participants *** To provide weekly work-plans and tasks to the Field Officers based on project work-plans and ensure good allocation of tasks through follow ups with Field Officers *** To actively support Action Against Hunger's implementing partners in conducting their livelihoods activities in the area *** The represent the PM in daily encounters with program stakeholders *** To provide verbal and written reports on the activities to the PM at the agreed frequency *** Under the guidance of the PM, participate in the development of capitalization reports for each livelihoods activity conducted by Action Against Hunger *** To facilitate the implementation of pilot livelihoods activities in South Lebanon and present results with written and narrative reports to the PM *** To provide distribution plans, procurement requests to the PM based on agreed project work-plan *** To Actively participate in budget follow up meetings with the PM *** To ensure project monitoring activities are implemented according to the project workplans *** To support drafting of livelihoods sector analysis sections in conducted assessments  and surveys under the guidance of the PM and in coordination with the Monitoring, Evaluation, Accountability and Learning (MEAL) manager. Objective 2 : To promote the comprehenstion and support the implementation of livelihoods interventions in South Lebanon To collect and evaluate information on livelihoods of the targeted populations in South Lebanon and identify their needs *** To identify livelihoods support needs of the refugee population and propose intervention opportunities in line with Action Against Hunger country strategy to the PM *** To identify the livelihoods support needs of the vulnerable local population and propose how to meet these needs in line with Action Against Hunger country strategy to the PM *** Under the guidance of the PM, actively coordinate with other agencies and other stakeholders in livelihoods sector in South Lebanon *** To represent Action Against Hunger in regional and national working group meetings in coordination with the PM and the FSL coordinator *** To deliver a short report (1-2 pages) reflecting the FSL situation with an emphasis on livelihoods (income generation, employability...) in the targeted area with proposed solutions every quarter *** To support the identification and design of livelihoods proposals in South Lebanon *** To be involved in project reporting, monthly Activity Progress Report (APR), intermediate and finals reports.   Objective 3 : To support other humanitarian activities of Action Against Hunger   To support the emergency interventions and ongoing activities of Action Against Hunger upon the request of the Program Manager  *** To support Action Against Hunger assessment and monitoring activities of Action Against Hunger upon request of the PM *** To attend meetings with local municipalities, farmers' cooperatives, beneficiaries and non-beneficiaries upon request of the PM *** To actively participate in intra department and inter-department meetings in South Lebanon, Bekaa and Beirut *** To participate in other tasks regarding livelihoods activities in South Lebanon *** Respect ACF Charter and Internal rules *** Be committed to participate to any other work assigned by your line manager in order to achieve the project goals *** Support emergency interventions, as per the employee's capacities ** Support any activity that helps achieving ACF humanitarian goals, as per the employee's capacities   Objective 4  : Security   Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols ** Communicate to the security managers of the working location any security related information or non-compliance with the security plan REQUIRED SKILLS, AND ABILITIES Bachelor degree in social work, agriculture, economy, food security, humanitarian action or any related field Desirable knowledge in food security and livelihoods, agriculture, economy... 2 years experience in humanitarian and development organizations 1 year experience in livelihoods programs management with international agency (desirable) Good team player, good listener, high communication skills, context analysis, flexibility, and problem solving skills Good skills in MS Word, Excel, Outlook and good skills with smartphones Native Arabic speaker, very good level of English
